Description

The purpose of the procurement is to meet the needs of the contracting authority in order to carry out the current activity under optimal conditions through the procurement of postal services included in the scope of the universal service, as provided for in Article 8(3) of Government Emergency Order No 13/2013 on postal services, through the "open tender" procurement procedure concluded with the conclusion of a framework agreement for a period of 24 months, as follows: a) internal non-priority correspondence from standard service b) recommended internal non-priority correspondence c) internal non-priority correspondence with acknowledgment of receipt d) international priority correspondence with acknowledgment of receipt e) prioripost – internal express The services offered must comply with national and European Union legislation, and where applicable, data protection, environment and spatial planning rules. Data protection includes the protection of personal data, the confidentiality of transmitted or stored information and the protection of the right to privacy, in compliance with the legal provisions in force. When drawing up the technical proposal, the specific conditions for the delivery of postal items established by the regulatory authority shall be complied with, in accordance with Article 10 of Government Emergency Order No 13/2013 on postal services. The number of days until which clarifications can be requested before the deadline for submission of tenders is 19 days. The date on which D.G.R.F.P. Craiova will respond (through the consolidated reply) in a clear and complete manner to all Requests for Clarifications and to all requests for additional information received from the Economic Operators concerned is on the 11th day before the closing date for the submission of tenders. Any request for clarifications must be submitted to SEAP (http://sicap-prod.e-licitatie.ro/pub).
