Description

The purpose of this public contract is to designate one tenderer with one or more warehouses in Flanders, which comply with the technical requirements set out in these specifications, to store the goods purchased by the contracting authority until the European Commission decides to return the stored consignments of skimmed-milk powder to the market. In a first phase, the contracting authority (Agency for Agriculture and Sea Fisheries of the Flemish Government) purchases skimmed milk powder, acting as the buyer. The supplier or seller at this stage is the operator offering skimmed milk powder for public intervention. After a period of storage, in a second phase the contracting authority will sell this skimmed milk powder again in accordance with the provisions of European legislation. The economic operator purchasing the skimmed milk powder acts as buyer at this stage, while the contracting authority is the seller and supplier.
