Description

This project management competition is being organised with a view to awarding the project management contract for the rehabilitation and extension of the Nemours media library. It includes a new construction component, a rehabilitation part in the library. The library of Nemours occupies since 1980 a building XVIIIe located ´ on the edge of the Loing. The ground floor of the building was heavily damaged by ´ flooding in June 2016 and was rehabilitated in 2020 (a ‘constant surface area’). The surface area of the library is very insufficient in relation to the number of inhabitants and the structuring role of the media library in the territory of the Pays de Nemours. Moreover, it no longer meets the expectations of today’s media library. The project must correct this situation. The aim of the municipality’s equipment is to create a genuine place for people to live and interact, whether or not they are familiar with cultural practices. A programming study carried out in 2017 and updated in 2023 made it possible to draw up a needs programme in consultation with the services of the city of Nemours. Attention is drawn to the fact that this programme, tested in quantified feasibility, has been optimised to meet the City’s investment capacity. The project will develop on the site of the current library and will consist of a rehabilitation-restructuring of existing buildings, complemented by an extension. The project will also include demolitions of existing buildings and some exterior fittings. The programme provides for: > 337 m2 useful, (approximately 450 m2 SDP) in new construction, > 647 m2 useful, (approximately 860 m2 SDP) in restructuring (current library building and old town hall building rue Darley). This distribution of new m2 and restructuring stems from the feasibility study proposed by the city. The project manager may adjust this distribution according to its choice to retain or demolish certain parts of the building. NOTE: under no circumstances shall the project area be less than 1310 m2 of SDP The details of the project are described in the project management programme. The estimated cost of the works is EUR 3 200 000 excluding VAT (July 2026 value). This amount is calculated taking into account the services of VRD, construction, specific fixed technical equipment, road works and various networks and outdoor spaces. The contracting authority decides to limit the number of candidates admitted to provide a service and selects four teams admitted to compete by applying the following selection criteria: - Criterion 1: Technical, professional and financial capacity of the group: Appreciated in terms of skills, experience, financial guarantees, technical and human resources, presented. The assessment will also cover the consistency and complementarity of the members of the grouping with each other. - Criterion 2: Quality and relevance of the references submitted, in relation to the operation: References to be submitted according to the proposed response frameworks, including a specific one with 3 illustrated references of the authorised architect.
