Professional system for municipal engineering services - administration of household sanitation and sludge.
Søndre Helgeland Miljøverk (SHMIL) intends to enter into a contract with Norkart AS for the procurement of a trade system for municipal engineering services - administration of household sanitation and sludge. The system shall be a complete system for managing and administering the subscription and dunk register for municipal household sanitation. Amongst other things, the system must fulfil the following requirements: Collect data on properties and owners from the land register and, based on this, be able to establish a register for administering a sanitation scheme with associated containers, route connection and emptying frequency. Able to be integrated with the access control system from VSP Miljø AS. Have a field tool that shows all bins that shall be emptied, as well as give an option for a renovator to register deviations with pictures and to automatically notify subscribers per SMS in the event of deviations. Must be possible for administrative employees to define deviation categories that shall give notification. Field tool for use when collecting or exposed to bins. Must be able to specify the placement of bins in the field. Route administration with map view where one can place and organise bins administratively from PCs without being in the field. Fee exports per subscriber to Visma Business.Have a "my page" system that can be integrated into our website where subscribers can administer their subscriptions themselves. Handle fee exports of sludge fees from the owner municipalities ́ Komtek so that this can be added to the same invoice as household sanitation. Data synchronisation with the owner municipalities ́ register in Komtek. The system shall ensure synchronisation of data so that it is in accordance with SHMIL and the owner municipalities ́registers. SHMIL will first perform clean conversions from Pro Aktiv to Komtek and first start synchronising after the other functionality has come up. The customer centre during ordinary working hours is included in the contract with a free support and customer centre portal for documentation and guidance. The assignment includes converting current data from Pro Aktiv to Komtek and follow-up until the system functions and the first invoicing is done. The contract is for the provision of ongoing services over the internet ("as a service" deliveries), including installation, configuration, adaptation and/or integrations. The value of the contract is NOK 2 591 000,- over a 3 year period, including installation, project management, conversion from ProActive to Komtek as well as assistance on initial invoicing. The functioning system in Komtek must be up by 01.11.2025. The contract can be extended with a mutual agreement for 1 year at a time. SHMIL has examined the market and decided that only Komtek from Norkart AS fulfils SHMIL ́s needs. SHMIL intends to sign a contract with Norkart and hereby informs that the waiting period for the announcement runs until and including March 27, 2025.
