Description

1. Subject of the contract: ‘Exchange of heat sources in organisational units of the district’ – III proceedings are, in particular, the comprehensive supply of new heat sources in the form of heat pumps with photovoltaic installations, together with their installation, installation and commissioning, as well as the performance of formal and legal activities necessary to start using them in organisational units of the Włocławek District in order to reduce pollutant emissions and improve air quality, as well as the production of clean electricity. The subject of the contract must be brand new and in accordance with the applicable standards. The use of heat pumps instead of oil boilers will definitely reduce pollutant emissions and achieve a beneficial ecological effect. Given the heat demand of public utilities, heat pumps alone would be an insufficient source of heat. Therefore, a mixed system was used, i.e. the preservation of existing oil boilers and the installation of heat pumps. The use of the ‘hybrid’ option will effectively reduce fuel oil consumption, which entails reducing emissions of pollutants into the air (particularly CO2 and PM10 and PM2.5) and reducing the risks associated with the possibility of soil contamination by petroleum. The subject of the contract are facilities in which, in particular, the subject of the contract is: 1) District Centre for Vocational and Continuing Training in Chodcz (Gmina Chodecz): - installation of heat pumps (3 pcs. of air/water pumps) with connection to the existing infrastructure of the boiler room, - construction of a new PV installation. 2) District Road Administration in Jarantowice (gm. Choceń): - installation of a heat pump (air/water pump) with connection to the existing infrastructure of the boiler room, - extension of the existing PV installation. 3) Nursing and Educational Facilities "Przystań" and "Ostoja" in Lubień Kujawski (gm. Lubień Kujawski): - installation of heat pumps (2 pcs. of air/water pumps) with connection to the existing infrastructure of the boiler room, - extension of the existing PV installations. 4) Social Welfare Centre in Kurów (Baruchowo): - installation of heat pumps (stage I – air/water pump, stage II – water/water pump) with connection to the existing boiler plant infrastructure, - construction of a new PV installation. 5) Care and Education Centres ‘Jaś’ and ‘Małgosia’ in Brzeziu (Brześć Kujawski municipality): - installation of heat pumps (2 pcs. of air/water pumps) with connection to the existing infrastructure of the boiler room, - extension of the existing PV installations. The detailed scope of the contract includes a description of the subject of the contract (Technical Projects, STWIOR, measurements) constituting Annex 1 to the FTZ. The basis for determining the subject of the contract when calculating the lump sum price are Technical Projects. Subdivisions are auxiliary. The detailed obligations of the Contractor with regard to the performance of this contract are set out in the draft provisions of the contract - Annex 2 to the FTZ. The investment project is planned to be implemented under the European Funds for Kujawy and Pomerania 2021-2027, Measure 2.3 Heating plants, district heating networks and energy efficiency of municipal buildings Regional ITIs under the Regional Programme European Funds for Kujawy and Pomerania 2021-2027, Application No FEKP.02.03-IZ.00-0005/24 was selected for funding under call No FEKP.02.03-IZ.00-021/23. 2. The Ordering Party has made every effort to ensure that the description of the subject of the contract does not include any trademark, patent or origin, source or specific process that characterizes the products or services provided by a specific Contractor. Where a trade mark, patent or origin, source or specific process is indicated in the procurement documents, this is for information purposes only. Where reference is made in the description of the subject-matter of the contract to standards, technical assessments, technical specifications and technical reference systems referred to in Art. 1 point 2 and paragraph. 3 PPL, the Ordering Party allows offering equivalent solutions to those described, provided that the proposed solutions meet the requirements specified in the description of the subject of the contract to an equivalent extent. In the case of offering solutions equivalent to those specified in the description of the subject of the contract, the Contractor is obliged to comply with the requirement resulting from Art. 5 and 6 p.p. If an element of the service is required to hold certificates issued by a specific conformity assessment body, the Contracting Authority shall also accept certificates issued by other equivalent conformity assessment bodies. If an element of the service is required to have certificates issued by conformity assessment bodies or test reports carried out by those bodies, the Contracting Authority shall also accept the technical documentation of the manufacturer. 3. The procurement will be carried out in accordance with the DNSH principle (‘do no significant harm to the environment’) for the following environmental objectives: 1) ‘Climate change mitigation’ 2) ‘Climate change adaptation’ 3) ‘Sustainable use and protection of water and marine resources’ 4) ‘Circular economy, including waste prevention and recycling’ 5) ‘Prevention and control of air, water or soil pollution’ 6) ‘Protection and restoration of biodiversity and ecosystems’. 4. The subject-matter of the contract should take into account accessibility requirements for persons with disabilities and design for all users. 5. The Contractor will undertake to comply with the provisions on the protection of personal data resulting from the GDPR1), and therefore to make an appropriate declaration.
