Description

The contracting authority intends to conclude a framework agreement for the procurement of products for each lot, for a period of 24 months, with a single economic operator, without reopening the competition, consisting in the acquisition of:
Lot 1:
- Sweater – service uniform: a minimum of 500 and a maximum of 20,000 pieces, in accordance with the technical specifications annexed to the specifications;
TOTAL LOT 1 VALUE: RON 8,400,000 excluding VAT;
Lot 2:
- Bluzon: a minimum of 500 and a maximum of 20,000 pieces, in accordance with the technical specifications annexed to the specifications;
TOTAL LOT 2 VALUE: RON 11,400,000 excluding VAT;
Lot 3:
- Thermal suit: a minimum of 500 and a maximum of 45,000 pieces, in accordance with the technical specifications annexed to the specifications;
TOTAL LOT 3 VALUE: RON 20,250,000 excluding VAT;
Lot 4:
- Gloves – service uniform: minimum 500 and maximum 20,000 pairs, in accordance with the technical specifications annexed to the tender specifications;
TOTAL LOT 4 VALUE: 5.000.000 lei without VAT;
Estimated quantity to be covered by the largest subsequent contract:
Lot 1:
- Sweater – service uniform: minimum 50 and maximum 5,000 pieces
Lot 2:
- Bluzon: : minimum 50 and maximum 5,000 pieces
Lot 3:
- Thermal suit: minimum 50 and maximum 7,500 pieces
Lot 4:
- Gloves: : minimum 50 and maximum 5,000 pairs.
Value of the largest subsequent contract:
Lot 1: RON 2,100,000 excluding VAT;
Lot 2: RON 2 850,000 excluding VAT;
Lot 3: RON 3 375 000 excluding VAT;
Lot 4: RON 1,250,000 excluding VAT;
Delivery time for products of 4 (four) months from the date of signature of the subsequent contract by the last party, except for the subsequent contract concluded for equipping military school graduates, which will have a delivery time of 2 (two) months.
The contracting authority will respond clearly and completely to all requests for clarification/additional information, once, on the 11th day before the deadline for submission of tenders, to the extent that these requests were submitted within the deadline mentioned in SECTION I, respectively 19 days before the deadline for submission of tenders, as follows:
– Number of days until which clarifications may be requested before the deadline for submission of tenders: 19;
– Deadline for the Authority to reply to requests for clarification/additional information – 11th day;
In order to comply with the principle of equal treatment, the economic operators concerned will comply with the provisions of ANAP Notification No 247 on the method of sending requests for clarifications and additional information to the award documentation / responses formulated in the case of public procurement procedures by electronic means (on-line), in the sense that the documents attached to the "Questions" section will NOT contain their IDENTIFICATION DATA, as they will become public when the reply is sent by the contracting authority!
