Description

The procedure is conducted in accordance with the Public Procurement Law Act of 11 September 2019 (Journal of Laws 2024, item 1320, as amended). The procedure is conducted in an open tender procedure in accordance with Article 132 of the Public Procurement Act. The subject of the contract is the service of preparing design and costing documentation for the renovation of buildings, divided into 4 (four) lots. Common Procurement Vocabulary (CPV) code: 71220000-6 Architectural design services. The detailed description of the subject of the contract is set out in Annexes No. 1 No. 5.1. – 5.4. and No 4 to the FTZ, i.e.: Offer form, description of the subject of the order and draft provisions of the contract. The Ordering Party shall allow the submission of partial tenders, each of which shall be assessed separately by the Ordering Party, in accordance with the rules described in the FTZ. The contract was divided into lots, as described in Annex 1 to the FTZ. Each Contractor may submit an offer for any selected part/parts. It is unacceptable to indicate trademarks, manufacturers' own names, patents or the origin of products, equipment and materials in the developed design documentation. The only exception is where the indication of the trade marks is justified by the specific nature of the subject-matter of the contract and it is not possible to describe the subject-matter of the contract with sufficiently precise terms. The contractor must describe in the documentation the specificity making this indication necessary and use the words ‘or equivalent’, together with a specification of the specific parameters that will allow the goods or equipment of other manufacturers to be accepted as equivalent. [Requirements for on-site inspection] Due to the specific nature of the subject of the contract, the Contracting Authority requires the submission of an offer after the Contractor has carried out a on-site inspection. Watch out! The Contracting Authority shall reject the Contractor’s tender if: […] ‘was submitted without carrying out an on-site visit or without checking the documents necessary for the performance of the contract available on the spot with the contracting authority, where the contracting authority so required in the procurement documents’. A local visit can be carried out on working days from Monday to Friday at 10.00 a.m. 8.00-14.00. The Contractor or authorised staff of the Contractor may take part in the on-site verification. Before the local vision, the Contractor should send to the Contracting Authority a list of participants within 2 days before the planned local vision. The Contracting Authority will confirm that it is possible to carry out the on-site verification within the requested period in writing to the e-mail address indicated by the Contractor. Rules of entry to the military complex: Entry to the military complexes K-0044, K-8829, K-1024, K-0009 will be carried out by the Pass Office, where the Contractors will receive passes marked "GUEST"; Contractors should carry with them: - identity card; - security clearance up to the minimum clause "RESTRICTED", - training in the protection of classified information. The Contracting Authority does not reserve the possibility of applying for a contract only by the Contractors referred to in Art. 1 of the Public Procurement Act, i.e. social cooperatives and other contractors having the status of sheltered workshops, whose main purpose or the main purpose of the activities of their organisationally separate units that will carry out the contract is the social and professional integration of socially marginalised people.
