Within the Copernicus programme, several Digital Elevation Models (DEMs) from different sources are currently being used operationally. Within the three components of Copernicus (Space, Services and In Situ), a need has emerged during the last years to:
1) improve the accuracy of the DEMs used. This need was mainly driven by the Sentinel-2 mission, for which it was observed that the accuracy of Sentinel-2 Level-1C products does not fulfil the geometric specifications (i.e. 12.5m CE95) over mountainous or cliffy areas due to the lack of accuracy of the DEM used in the data processing chain;
2) harmonise the DEMs used by the different actors, such as in the case satellite products over the same area-of-interest need to be combined;
3) optimise economic resources investing in a single DEM solution across the Copernicus Programme rather than procuring several DEMs. The above needs led to the initiative to procure a programme-level DEM for Copernicus. The objective of this activity is to procure a DEM for use within the Copernicus Programme. Four DEM datasets will be considered as deliverables within this project, with differences in terms of geographical coverage, horizontal sampling and type of license.
