The operation of the North Sea and Baltic Sea water level forecasting services is a core task of the BSH, which is laid down in the Maritime Tasks Act. The performance of this statutory task directly and indirectly serves the safety and ease of navigation, the protection of life and values along the German coast and the protection of the marine habitat. Water level forecasts are also of great importance for a large number of other users and customers. BSH’s water level forecasting services are closely connected with other national and international services.
BSH’s water level forecasts are currently being drawn up on two very different levels. On the one hand, there is a fully automated forecast based on MOS (Model Output Statistics) with 6-day water level cycle forecasts updated every hour and, on the other hand, an IT-supported, manually prepared by a scientist (dhWiss), updated four times a day, of 24 hours forecast values, taking into account, inter alia, the MOS forecasts. Both levels are interlinked, e.g. on the internet to users; there are also other independent interfaces with users. For example, the storm flood warnings are still only manually controlled by dhWiss. The project IS@WVD is about technical renewal and extension of the manual process. Predictions from the MOS process are used as basic services and as important input data for IS@WVD. The MOS procedure itself is further developed and continued independently of IS@WVD.
A variety of data is needed to produce a water level forecast. Several programs of data processing and a number of graphical user interfaces to visualise and edit the data help the scientific community to prepare the water level forecast. Forecasts and storm flood warnings are then distributed to users by different media. Such an application program is commonly referred to as Decision Support System (DSS) or Information System (IS).
IS, which has been used at the BSH for many years for water level forecasts, is largely outdated. There is no separation of development, testing and production environments, which means that innovations need to be partially tested in day-to-day operations. The sequence of routines needed for forecasting is linear, making the system prone to disruption and error, and new developments in recent years, e.g. MOS and prediction of tidal curves, could only be integrated cumbersome and not within its full potential. This does not allow for an adequate response to growing demands of shipping and coastal protection. In order to ensure continued fulfilment of the BSH’s statutory obligations (water management forecasts under the Maritime Tasks Act), a reliable and stable DSS or IS is a prerequisite.
