The planned construction project CAMPUS DOK is a comprehensive renovation and new construction project for the campus of the Helmut Schmidt University of the German Armed Forces (HSU) on the site of the Douaumont Barracks (DOK) in Hamburg. The property has a size of approximately 261,000 m2, the property development area of the concrete project covers approximately 205,000 m2. As part of the project, approximately 30,000 m2 of gross floor area will be renovated and approximately 70,000 m2 (plus 33,000 m2 Mobility Hub) will be newly built. According to current estimates, the construction volume amounts to approximately EUR 1 billion. Integrated Project Management (IPA) has been chosen as the project management model. In this model, the framework conditions (culture, organization, economy and methods) are designed in such a way that they promote the cooperation of the project participants for the achievement of the project goals of the client in the best possible way. The core of the IPA model is a uniform alliance agreement (multiparty agreement) concluded between the client and key partners for planning and construction. Further information on the alliance contract can be found in the key points paper, which is part of the procurement documents for the participation competition. In addition to the client, the contractors of the following service packages are to become part of the alliance agreement: 1. Extended property planning building, 2. Advanced property planning Outdoor facilities / civil engineering, 3. Technical planning Technical equipment ELT, 4. Technical planning Technical equipment HLSM, 5. Execution of extended shell and facade, 6. Execution of disassembly and laboratory, 7. Execution of civil engineering, demolition, outdoor facilities and traffic facilities, 8. Design Technical equipment ELT and 9. Design Technical equipment HLSM. This procurement procedure applies only to the service package 2 Extended property planning Open-air installations/engineering. In particular, the following services are assigned to this service package: open-air plant planning with reference to the existing building for campus development; Creation and consideration of landscape planning expert contributions on conservation/species/nature conservation requirements; planning for demolition and rearrangement of road and pavement areas; Creation or updating of a mobility concept for low-traffic campuses; landscaping for artificial waters; Preparation of necessary ground assessments, earthworks planning, geothermal energy; Transport Facility Construction and Mobility Hub; Engineering planning of supply structures with associated shafts for all necessary media and technical supply and disposal systems for campus development (inventory and new building); planning measures for decentralised rainwater management in terms of sustainability; engineering surveying; Securing evidence. If the candidate/tenderer wishes to provide parts of the above services by subcontractors, these must only be named in the procurement procedure if the candidate/tenderer wishes to rely on these subcontractors for the suitability and/or selection of candidates.
