On 28 May 2010, the Federal Government and the governments of the federal states of the Federal Republic of Germany concluded an agreement on the implementation of the Federal-Länder competition ‘Starten through Education: Open Universities’. The objectives of the competition are to maintain the supply of professionals, to improve the permeability between vocational and academic education, to accelerate the integration of new knowledge into practice and to strengthen the international competitiveness of the science system through sustainable profiling in lifelong scientific learning and in-service studies.
EUR 250000000 will be made available by the Federal Ministry of Education and Research for the development, testing and monitoring of the sustainable implementation of higher education courses in the context of lifelong scientific learning.
In general, the project promoter assists the competent BMBF specialist unit and the Länder in the implementation of the competition “Increment through education: open universities” and in the planning and implementation of the funding tasks.
The project promoters to be awarded include, in particular, the assumption of administrative tasks in connection with project funding based on the funding guidelines (of 7 March 2011 and 29 July 2013). The scope of tasks includes technical and administrative advice to the applicants of the second. The project promoter is also responsible for monitoring and advising, organising and organising events and assisting the relevant BMBF specialist unit in broadening the results of the competition, press and public relations.
In order to implement the contract, in-depth knowledge of the German education and training system, in particular experience with complex issues at the interface between vocational and higher education and in the field of further training courses is essential.
