Starting from the Performance Conventions (CP) 21-24, the IMs (Transport Infrastructure Managers) have received instructions from the FOEN and FOEN to develop measures to improve the state of biodiversity on the railway lines for which they are responsible. Ferrovie Luganesi SA (hereinafter FLP) needs to appoint specialised companies for the management of greenery according to the criteria of protection of biodiversity in the railway sector (subject of this competition) for the entire period from 24.04.2025 to 31.12.2028, including the following tasks: · routine maintenance of the greenery, which includes: o Manual removal of green from track area and ballast; o Extirpation/removal of greenery from the walkway; or weeding with phytosanitary from the track area and ballast (for defined routes); or mowing and management of green areas not wooded; pruning and cutting of plants (trees and shrubs) interfering with the railway line (private and / or owned by FLP); · measures to control invasive neophytes in the project area; · regular monitoring to verify that the customer's needs are met; making available all vehicles, equipment and products necessary for the performance of the mandate; · picket service in case of accidental events concerning the green (eg: fall branches/trees on the line). The disposal of plant material and trunks and twigs must take place at an authorized plant (authorized collection center / waste-to-energy plant, depending on the type of waste), previously approved by the customer. The tenderer must make available qualified personnel and adequate inventory for the execution of the above activities, which will take place along the entire Lugano - Ponte Tresa line. FLP provides the place and timing of execution only for certain fixed interventions; the remainder must be defined by the authorised representative, subject to approval by FLP, on the basis of periodic checks of the status of the line carried out by the authorised representative, or reports by FLP. The works are carried out by teams of complete and autonomous workers, composed only of the authorised representative's collaborators, including safety personnel for work in the railway sector, and equipped with all the necessary means and tools to move and operate. The project documentation (Annex 1), provided to tenderers during the tendering procedure, contains all the technical and operational details, including the plans indicating the intervention areas, the timetable for fixed interventions and the safety devices (Dispo) valid for each section (with definition of the necessary staff).
