The subject of the procurement is the supply of electricity to the City of Rijeka and budget users for a period of two years. Electricity from renewable energy sources means energy from renewable non-fossil sources, i.e. wind, solar, aerothermal, geothermal, hydrothermal and ocean energy, hydropower, biomass, landfill gas, sewage treatment plant gas and biogas. Each year after the completion of each annual public supply contract, the successful tenderer shall submit to the Contracting Authority a proof of origin for the electricity supplied to the Contracting Authority, i.e. a valid electronic document from the Register of Guarantees of Origin for Electricity issued by an independent body issuing guarantees of origin for electricity. The Decree establishing a system of guarantees of origin for electricity (NN Nos 84/2013, 20/2014, 108/2015, 55/2019, 28/2023) provides that the authority responsible for issuing guarantees of origin for electricity in the Republic of Croatia is the Croatian Energy Market Operator d.o.o. (HROTE).
