Description

The Federal Institute for Vocational Training (BIBB), Robert Schuman Square 3, 53175 Bonn – Work Area 1.2-Communication – intends to conclude a framework contract with a communication agency for a period of four years (expected from 1 June 2013 to 31 May 2017) as part of a restricted procedure following a public competition for participation.
The Communication Agency shall assist the BIBB in:
— Carrying out press and public relations activities, both in print and online;
— Organisation of fairs, congresses, technical meetings and other events,
— Further development of the BIBB Design Manual,
— Translation of print products into web design.
More specifically, this means, for example, supporting the editorial and graphic design of products related to event management, information events and fairs. This includes, for example, the new and further development of logos, leaflets, brochures in various formats and programme booklets, as well as promotional material and promotional material, registration forms, invitation letters and other documents for events, information and name tags, visitors’, participants’ or press packs.
Services available to the contracting authority under the framework contract include:
— Text editing and proofreading,
— graphic design of print products, including pre-press/printing and printing
— Image search including handling.
1. Duration and scope of the contract
The contract is designed as a framework contract and will be concluded for four years, expected to run from 01/06/2013 to 31/05/2017.
The framework contract will not specify the volume of the contract. The specific contracts will be determined on the basis of the terms and conditions agreed in the framework contract. The services under the framework contract to be concluded will be called up with reasonable lead times as required by the contracting authority.
2. Request for candidates
Applications for the competition must initially contain only the following information:
Specialist knowledge of the supplier:
— There must be experience of publications in the field of vocational education (exclusion criterion).
— The candidate must demonstrate market knowledge, event experience and fair experience.

Performance of the supplier:
Submission of a reference list and various illustrative reference products from the last 3 years (image brochures, leaflets, etc.) in printed form, reflecting on the one hand the candidate’s main topics and, on the other hand, the variety of topics covered. (Assessment criterion) Information on the internet pages designed or designed by the provider must be provided in the form of an overview with the topics and associated links (assessment criterion)
A list of the qualifications of the staff likely to be assigned to the contracts, including direct telephone numbers.
Indication of the size of the holding, the number of employees employed, information on the company’s training performance in the last 3 years (number of apprentices and trained professions).
Reliability of the provider:
Proof pursuant to § 6a EG/VOL/A.
A maximum of five suitable candidates will be invited to submit a tender.
The specific tender also includes the provision of a sample service (design of a BIBB image poster; two drafts; Rights are transferred to the Contracting Authority).
The selected candidates will be given the opportunity to present themselves in the BIBB to explain their offer, ideas and concepts, as well as the two draft posters.
The contracting authority pays flat-rate compensation for the services to be provided as part of the presentation, including the advertising of rights.
In order to identify suitable candidates, this restricted procedure is preceded by a competition.
