Description

The agreement concerns the delivery of service, support, maintenance and further development of the Faciliate property system including associated modules and integrations. Furthermore, the agreement includes support, service and maintenance of the software used to design, update and manage property models, drawings and technical documentation linked to Region Uppsala's property portfolio. The agreement also includes ongoing system management, technical adaptation, updates and further development to ensure the system's functionality, stability and adaptation to the needs of the business. Through previous agreements, Region Uppsala has obtained access rights to the Faciliate system, including associated functions and modules, which means that continued operation, support, maintenance and development will take place within the framework of the existing system solution. Region Uppsala uses the Faciliate property system for the management of property information, models, drawings and technical documentation. The region already holds access rights to the system and its associated modules. A market analysis has been conducted to investigate the possibility of using alternative suppliers for support, maintenance and further development of the system. The investigation has shown that Service Works Global AB holds the intellectual property rights to the system as well as the technical control and access required to carry out updates, bugfixes, support and further development. No alternative provider that has the legal or technical conditions to provide the requested services has been identified. In addition, a change of supplier would require access to the system’s internal functions and development environment, which other suppliers are unable to obtain. Region Uppsala therefore considers that the contract can only be performed by Service Works Global AB due to technical reasons and protection of exclusive rights. The procurement is therefore intended to be carried out through a negotiated procedure without prior publication in accordance with Chapter 6, Section 14, first paragraph, points 2 and 3 of the Public Procurement Act (2016:1145). Estimated contract value The estimated value of the contract amounts to approximately SEK 10 million excluding VAT, including any option and extension periods.
