MONO-ATTRIBUTARY FRAMEWORK AGREEMENT WITH SUBSEQUENT MARKETS AND ORDER GOODS FOR ADVICE, ACCOMPANYING AND IMPLEMENTING CITIZENS' IMPLEMENTATION DEVICES (CONCERTATION AND USE) Created in 2003 at the initiative of Nantes Métropole, Samoa, through its urban hub defines the overall development strategy of the island of Nantes in connection with public policies, ensures the project management of public spaces and the monitoring of real estate operations carried out by private and public operators. Samoa's citizen dialogue approach introduces "doing together" as a mode of production of the urban project on the island of Nantes, in line with the citizen dialogue project of the Metropolis of Nantes, which allows citizens to take part in the collective design through debate and co-construction. One of Samoa's strong challenges is to build meaningful citizen involvement and accountability in the City's fabric. Thus, all users of the island of Nantes can have the opportunity to participate actively in the collective construction of this territory of life in full mutation and its life. The tasks of the holder of this framework agreement will be to advise Samoa and implement the operational phase of citizen involvement schemes (consultation and implementation) at the service of its two poles (the urban pole and the economic development pole). The communication and consultation department therefore needs strategic advice and support on the implementation of citizen involvement schemes. The contractor can intervene at all or certain stages of the life of a project, from diagnosis to after delivery. This involves consultation, testing and prefiguration and putting into use. As such, this framework agreement is divided into two parts (mixed framework agreement): Strand A with subsequent contracts: Recommendations, strategic advice from citizen involvement schemes; Component B with order forms: for the accompaniment of Samoa on themes related to citizen involvement in Samoa's projects
