Description

The present acquisition consists in the elaboration of the Feasibility Study and the documentation for obtaining the planning certificates and approvals/agreements mentioned in the planning certificates for the objective “Modernization of DN 7A Brezoi - Petrosani km 0+000 – km 86+600 sector km 0+000 – 62+200” The technical documentation to be elaborated - Feasibility Study will be in accordance with Annex no.4 of Government Decision 907/2016. The route of the studied road, from a legal point of view, represents the public domain and crosses the administrative territory of Valcea County. The area occupied by the section studied within the project is approx. 575,000 sqm. The technical class of the national road is IV, with two traffic lanes, with the carriageway of 7.00 m (2 x 3.50 m) and the platform of 8.50 m. The planned works will take place on the public domain, no expropriations being necessary. The execution of the works contributes to ensuring optimal conditions for the development of traffic on DN 7A km 0+000 – km 62+200, the road sections studied. The execution of the works to ensure the slopes against rockfalls will contribute to the exploitation of the national road infrastructure in optimal conditions of resistance, stability and safety of the traffic. Note: The present public procurement procedure is initiated under the following suspensive condition: The conclusion of the public procurement contract is subject to the provision of the necessary commitment appropriations. If, for whatever reasons, the necessary commitment appropriations are not obtained by 20 January 2024, the Contracting Authority will apply the second sentence of Article 212(1)(c) of Law No 98/2016, making it impossible to conclude the public procurement contract. Note: A) Pursuant to Article 160(1) of Law 98/2016, as amended, the deadline for economic operators interested in participating in the public procurement procedure to request clarifications in relation to the tender documentation is 20 days before the deadline for submission of tenders. B) In accordance with the obligation laid down in Article 160(2) of Law 98/2016, as amended and supplemented, and also in accordance with Article 161(1) of the same law, the contracting authority will respond clearly and concretely to all requests for clarifications on the 11th day before the deadline set for the submission of tenders. Any request for clarification sent after the date mentioned in point A) will make it impossible for the contracting authority to provide a reply within the deadline mentioned in point B) and as a result any request for clarification outside the mentioned deadlines will be considered late. Both the requests for clarifications of the economic operators in relation to the tender documentation and the reply of the contracting authority to the requests for clarifications or additional information received under the terms of Article 160(1) of the Law shall be posted in SEAP under the specific section, available in the IT system.
