Description

On the basis of the initial documents and own technical considerations, the dismantling of the uranium disposal (UE) process stage (disassembly/demolition) and the technologically associated pipelines, the pond management and the parts of the process stage water treatment process that are no longer needed, and the area must be rehabilitated to the prescribed limits. The objectives of the planning service are to draw up a permit plan, which must be submitted as an application document to the competent authorities for approval of the works, and to draw up the implementation documents, including the bills of quantities for the award of the services, on presentation and in compliance with the administrative authorisations and decisions. When drawing up the licence planning, it must be borne in mind that, as an essential application document, it must meet all the requirements for notification under Section 15(3) of the BlmSchG for the cessation of operation and dismantling of the UE, the application for approval of the project under mining law, the application for radiation protection authorisation for the transport of radioactive substances for this project and the construction notices/building applications under the SächsBO. In the light of the results of the dismantling to be planned and the repair of the FIs, it must be ensured that the correct condition of the areas currently occupied by the uranium disposal process stage is restored. The aim of the land restoration is the use of the land as a green area, which is restricted from a radiological point of view. Taking into account the principle of proportionality, existing contaminations, media and foundations should be removed as completely as possible, but at least to a depth of 2 m. As part of the planning, a media separation plan and a waste management concept must be drawn up. A detailed description of the shut-down, dismantling and demolition technology, as well as the technological process of the dismantling and rehabilitating works, must be provided. The contracting authority assumes that the contractor will present a technical, economic and functional solution. Conditions for subsequent offer and contractual implementation: Basic services based on the scope of the civil engineering works (Section 43 of the HOAI), fee zone II, with eligible costs at an estimated cost of EUR 4000000,00; Power phases 1-4, optional phased performance phases 5-9; Basic services based on the scope of the structure plan (Section 51 of the HOAI), fee zone II, with eligible costs at an estimated cost of EUR 2900000,00; Power phases 1-4, optional phased performance phases 5-6; Basic deliverables for phases 6 and 7 are to be performed only partially (see attached documents). Specific outputs: Media separation concept, – Disposal concept, – Installation of shut-down, dismantling and demolition technology and the technological process of dismantling and land restoration, – Optional: Handover of tested static calculations, – Optional: Local construction monitoring as a special service of LPH 8, – Optional: Audit of addenda as a special service of LPH 8. Any awards to the planning requirements must be clearly indicated by the tenderer in his tender. For candidates established in Germany: Tenderers may modify the fee rates provided for by HOAI for the respective phases of the service, stating their reasons. The minimum fee rates may be lower than the minimum fee rates only in exceptional cases (Section 7(3) HOAI) and must be justified by the tenderer in the tender. Unconditional discounts which result in the minimum rates set out in Section 7(1) HOAI being lower than the minimum rates shall not be permitted. All candidates: The procurement documents for the 2nd Stage of the procedure with Scoreboard II and detailed specifications and other plans will only be sent to the selected candidates with the invitation to tender.
