Description

The implementation of area-based traffic calming measures is becoming increasingly popular in German municipalities. Particularly prominent examples are the so-called "Kiez Blocks" in Berlin or the project "Ottensen macht Platz" in Hamburg. Basically, these activities aim at displacing non-residents and slowing down the remaining motorized traffic in order to increase traffic safety and improve the living environment. However, critics of these measures fear that the speeds driven by motor vehicles will not decrease to the desired extent as a result of the measures taken and/or that the neighbouring road network will be additionally burdened by relocation effects. A systematization of the framework conditions as well as the methods with which the effects of an area-wide traffic calming can be reliably measured, is missing so far. The determination of the effects is also complicated by the phenomenon of ‘traffic evaporation’, which describes the fact that, if appropriate measures are taken (e.g. better public transport services), the volume of motor vehicle traffic in cities as a whole is reduced to a significant extent. The aim of this project is to take stock of the effects of area-based traffic calming measures and to systematize recording methods. The focus should be on traffic effects, e.g. road safety or modal shift effects to adjacent road spaces or other modes of transport. In addition, the causes of the measured changes are to be investigated. As a result, the project is intended to provide a systematic overview of previous findings regarding the effects of area-based traffic calming at home and abroad.
