TII393_M130_Archaeology Services Qualification System
MetroLink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for passengers travelling along the Swords/Airport to City Centre corridor in Dublin, which will be capable of integration with other modes of public transport. Further information on MetroLink is available at www.metrolink.ie/ In advance of the MetroLink main infrastructure works contracts, TII will commence the procurement of the Enabling Works Programme. The Enabling Works Programme comprises of the establishment of a suite of framework agreements and qualification systems to select contractors to deliver enabling works in advance of the main infrastructure works contracts (in respect of civil engineering, tunnelling and station works). The enabling works will include the removal and/or relocation of existing utilities, archaeology, heritage items (for storage/replacement) and buildings from site and undertaking other survey activities. To deliver the enabling and advance works for MetroLink, TII intends to establish an archaeology services qualification system with contracts under the qualification system being awarded using the negotiated procedure. The proposed duration of the Qualification System is 12 years. This PIN is in connection with the Archaeology Services Qualification System. The purpose of this PIN is to alert the market of TII’s intention to undertake market consultation and subsequently commence a procurement process in Q3 2025. It is anticipated that a Qualification System Questionnaire (QSQ) will be issued in Q3 2025. This will contain criteria that will need to be satisfied in order for Applicants to be admitted to the Qualification System. Following this, those admitted into the Qualification System will be issued with an instructions to tenderers (ITT) for the first call-off contract (circa. Q4 2025 ). TII intends to utilise the GCCC Standard Conditions of Engagement for Archaeological Services (COE-2) form of contract for contracts awarded under this Qualification System. Interested parties must register their interest at supplychainmetrolink@tii.ie. Any interested parties wishing to respond to the market consultation in advance of procurement commencement, are required to send a request to the following email address supplychainmetrolink@tii.ie by 12:00hrs on the 23rd May 2025 seeking to be issued with a copy of the briefing pack for review and completion of the questionnaire contained within the pack. The questionnaire is required to be completed in full and returned by the closing date of the 27th May 2025 by 12:00hrs to the following email address supplychainmetrolink@tii.ie. Following receipt of completed questionnaires from interested parties, TII proposes to invite selected participants to provide further information by way of one-to-one clarification meetings to be held on the 3rd , 4th and 5th June 2025. To be deemed an interested party you must register your interest on supplychainmetrolink@tii.ie. TII intends to hold a webinar for the registered interested parties in relation to this procurement on May 29th 2025 at 12:00hrs. While applications may be made to join the Qualification System at any time over its duration, those interested in being considered for the first contract to be awarded under this Qualification System should submit a completed QSQ response when prior to the deadline to be advertised under as part of the Qualification system. TII previously issued a PIN in connection with the MetroLink Advance Works packages for market consultation (reference OJ S 217/2023 10/11/2023). The estimated and maximum value will be advised in the forthcoming Contract Notice.
