The exercise of construction supervision is necessary in order to ensure the requirements of the Spatial Development Act and the secondary legislation for its implementation. The purpose of this activity is to ensure the quality of the envisaged construction, construction and repair works, construction safety and compliance with technical designs by carrying out an impartial and objective assessment of the quality of implementation of the specified construction, construction works and CCA, compliance with schedules, the quality of the materials and equipment supplied. The Contractor shall sign acts of infringement committed and ascertained, if any. The construction supervision must be carried out in accordance with the norms of the Spatial Planning Act (SPA), the secondary legislation for its application and the other existing legislation regulating the performance of the activity of construction supervision of construction, construction-repair and construction-installation works. The exercise of construction supervision during construction is in accordance with Article 166(1)(1) of the Spatial Development Act (until the issuance of a Permit for Use/Certificate of Commissioning), and is within the following mandatory scope, regulated in Article 168(1) of the Spatial Development Act. On the basis of Article 21(6) of the Public Procurement Act (since the cumulative legal requirements have been met), the contracting authority has decided, by initiating this procedure, that the activities covered by Lot 3: ‘IMPLEMENTATION OF CONSTRUCTION SURVEILLANCE FOR PROJECT IMPLEMENTATION: CONSTRUCTION OF A SUPPORTED TENIS COURT IN Plot IX, KV. 183, CITY OF RADOMIR’ and ‘COMMON POSITION No 4: ‘IMPLEMENTATION OF CONSTRUCTION SURVEILLANCE FOR THE IMPLEMENTATION OF PROJECT:REHABILITATION OF CHAR STREET OF 496, THROUGH 564, THROUGH 563, THROUGH 559, THROUGH 558, THROUGH 554 TO THROUGH 553’ will be awarded under the conditions and in the order valid for the individual estimated value of the respective lot as follows: for OP 3 and OP 4, direct award on the basis of Article 20(4)(3) of the Public Procurement Act.
