Description

In the opinion of the Contracting Authority, after analysing all the factual and legal circumstances surrounding the procedure in question, there is an urgent need to award the contract, and shortening the time limit for submitting tenders in the public procurement procedure is entirely justified. In procedure No 11/24/ZP/PN for equipping the Clinic and the Ophthalmology Department with medical equipment, as a result of an imprecise description of the subject of the contract, it was not possible to select a tender. The urgent need to award the contract and shorten the deadline for submitting tenders results from the need to guarantee the continuity of the operational procedures carried out and thus the proper functioning of the Ophthalmology Department. At the same time, shortening the time limit for submitting tenders in the public procurement procedure in question does not deprive Contractors of the opportunity to participate in that procedure. Each Contractor, as a professional legal and economic operator, is objectively able to prepare and submit a tender for the performance of the task in question if the deadline for submitting tenders is not less than 15 days from the date of transmission of the contract notice to the Publications Office of the European Union. Due to the nature of the subject of the contract, the preparation of the tender by the Contractors should not be time-consuming, so shortening the deadline for submitting tenders should not in any way affect the competitiveness of the procedure The subject of the contract is to equip the Clinic and the Ophthalmology Department with medical equipment.
