HUS Group (hereinafter referred to as "HUS") will put out to tender, in accordance with the tender specifications, a set of tissue fusion instruments and devices, as well as diathermia devices and instruments, for open and laparoscopic surgery. The range will be widely used for different user needs and units, and it is a very significant part of the cutting operations carried out at HUS. Tenderers may submit tenders for all areas of their choice. The sub-areas and their divisions are described in more detail below. If the supplier offers the same supplies in several areas, the price of the same product must be the same in all areas. Permissibility of an intra-sub-area sub-offer (product groups) is indicated per sub-area. For greater certainty, HUS has also tendered diathermia equipment and instruments in other device-specific tenders. This tendering process includes the sites that were last tendered under the following ref numbers (HUS 221-2019, HUS 535-2021, HUS 079-2019). A more detailed description of the subject matter and subdivision of the procurement is given in Appendix 1 Structure and subject matter of the procurement. This is a joint procurement, the parties to which are described in more detail below in this invitation to tender. The parties involved are collectively referred to as the "Subscriber" in the invitation to tender. The procurement is divided into the following sub-sectors, some of which are subdivided into product groups (see Annex 1 for a more detailed description of the subject-matter of the procurement): Subdivisions 1-4: Tissue fusion instruments, generators and devices - Components 1 to 4 are divided into product groups, each offering “Instruments for laparoscopic surgery” and “Instruments for open surgery” - Components 1 and 4 are purchased on a fee basis, Components 2 and 3 are purchased as equipment. Subdivisions 5-15: General accessories for diathermic and flue gas equipment Sub-topic 16-17: Diathermic devices and suitable smoke suction devices - In subdivisions 16-17, the devices are purchased as purchasing devices. Sub-areas are further subdivided into product groups in accordance with Annex 1 (see details). The comparison of tenders and the procurement decision are made by sub-area/product group, see section-specific instructions. The criteria used in the assessment of the overall economic advantage are indicated separately in the sub-areas by sub-category. In each sub-area, the customer selects the number of the most economically advantageous bidders separately as the contract supplier per sub-area. The contract is valid for a fixed term of two (2) years, after which the contract can be extended by two one (1) year option periods. During the option period, the agreement may be terminated on the terms and conditions described in the draft agreement. The total estimated value of the procurement is approximately EUR 25 000 000 (VAT 0). The estimated total value of the procurement has been calculated for four (4) contract years (VAT 0%). HUS's share of the total value of the procurement is approximately 80%, while the share of the other wellbeing services counties involved is approximately 20%. The Client has no obligation to purchase quantities (i.e. the Client is not bound by an estimate of the procurement volumes during the contract period). Order volumes may vary from year to year. Individual order volumes may vary from ordering a single instrument to ordering dozens of instruments. The start date of the contract is the turn of the year 2025-2026. FINANCIAL CRITERIA HUS selects the contract suppliers on the basis of the criteria for determining the most economically advantageous tender. The criteria are described in more detail in the section "Criteria for the subject of the contract". The selection criteria are set out by sub-area. The order of priority between contract suppliers during the contract period is determined for the products in each sub-area in such a way that the products are ordered primarily from the supplier who has submitted the most economically advantageous tender. However, it is possible to derogate from the above rankings of suppliers in an individual case on the basis of the criteria set out in the "Order and Order of Priority" section. ADDITIONAL PROJECTS The subject-matter of the contract may also include, to a limited extent, other products belonging to the product groups covered by the contract which are not specifically mentioned in this invitation to tender and which are specified by the tenderer in the 'Additional products' tab of the tender form and which are ordered on an occasional basis in relation to the rest of the product range covered by the contract. These products, which are not included in the official invitation to tender and which are specified in the tenderer's "additional products" tab, may be purchased in accordance with the quantities required during the contract period, up to a maximum of 10% of the products ordered from the tenderer in question. For greater certainty, the contracting entity also has the right to make use of the possibility of additional procurement under section 41 of the Act on Public Contracts. The tenderer may offer value-added services related to the subject-matter of the contract as an optional option on a sub-area-by-area basis. As an option, the procuring entity reserves the right to service equipment/instruments in accordance with the supplier's separate service price list. The provider cannot claim the exclusive right to service the instruments/equipment and HUS has the possibility to service the instrument also by a third party.
