Description

Law No 318/2015 established the National Agency for the Management of Seized Assets (ANABI), a public institution of national interest with legal personality, under the authority of the Ministry of Justice. The Agency is designated as a national debt recovery office within the meaning of Council Decision 2007/845/JHA of 6 December 2007 concerning cooperation between debt recovery offices of the Member States in the field of tracing and identification of proceeds from, or other property related to, crime. The Agency is designated as a national office for the management of frozen property within the meaning of Article 10 of Directive 2014/42/EU of the European Parliament and of the Council of 3 April 2014 on the freezing and confiscation of instrumentalities and proceeds of crime in the European Union. The National Recovery and Resilience Plan, approved on 27 September 2021 by the European Commission and on 3 November by the Council of the European Union through the Council Implementing Decision approving the assessment of Romania’s National Recovery and Resilience Plan, assumed the realisation of Investment 4. ‘Digitalisation of the judiciary’, under Component 7 ‘Digital transformation’. The objective of this investment is to continue the development of the integrated national information system for recording criminal claims (ROARMIS 2 - (Romanian Assets Recovery and Management Integrated System), the modernisation of the institution's presentation website and of the ANABI portal for conducting electronic auctions. In this context, A.N.A.B.I. initiates the legal procedure for the acquisition of services relating to the development of the integrated national information system for recording criminal claims (ROARMIS 2), as well as the conduct of knowledge transfer sessions to the beneficiaries of the ROARMIS system within the project ‘Development of the integrated national information system for recording criminal claims (ROARMIS 2), modernisation of the institution’s presentation website and of the ANABI portal for conducting electronic auctions’, in accordance with the national legislation in force.
