Description

The competition is for the delivery of functionality for level measurement. The contracting authority for this procurement is: Hadeland and Ringerike Avfallsselskap AS (HRA), Horizon Miljøpark IKS (Horizon), Renovasjonsselskapet GLØR IKS (GLØR), Sirkula IKS The procurement ́s value is estimated to: NOK 5,000,000 excluding VAT over 4 years. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. A service of this nature is the contracting authority ́s opinion that the product has an immaterial environmental impact, cf. the procurement regulations § 7-9, 5 paragraph. The system is so small and technically simple, with few active users, and therefore requires very limited resources for operation and storage. The tenderer ́s documentation of a computer centre regarding the use of renewable energy, energy efficiency, climate-friendly and life cycles is all very difficult to compare and assess, as the "product footprint" and use of capacity will be particularly small and will have a minimal variation of the environmental impact. The procurement does not require physical transport or production of material, so both climate footprint and environmental impact are also considered immaterial. DFØ has deemed in its environment supervisor that a case and archive system can be exempted in accordance with this provision, and it is the contracting authority's assessment that the procured system has an even smaller footprint than such a system.
