Description

1. The subject of the contract is the conclusion of a framework contract with a number of contractors (maximum 4 contractors) to carry out the following types of tests: 1) implementation of telephone surveys (CATI) on purposeful rehearsals (minimum 500 interviews and maximum 1500 interviews). 2) implementation of face-to-face surveys (CAPI) on targeted samples (minimum 500 interviews and maximum 1500 interviews). 3) implementation of online surveys (CAWI) on representative samples (minimum 1000 interviews, and maximum 4000 interviews - a fixed set of variables). 4) implementation of online surveys (CAWI) on representative samples (minimum 1000 interviews and maximum 4000 interviews). 5) implementation of online surveys (CAWI) on representative samples among people aged 12-17 (minimum 1000 interviews and maximum 5000 interviews). 6) carrying out qualitative FGI and IDI tests – on a general sample. 7) carrying out qualitative FGI and IDI tests on a targeted sample. 2. Pursuant to Article 314 para. 1 point 3) of the Public Procurement Act, the Contracting Authority intends to conclude a Framework Agreement with more than one Contractor, i.e. with a maximum of 4 (four) Contractors who submitted non-rejectable tenders. 3. The Contracting Authority will award Implementing (detailed) Contracts on the terms of the contract specified in the model Framework Agreement, constituting Annex 7 to the SPC. 4. The award of a contract covered by the Framework Contract may take place only between the Contracting Authority and the Contractor party to the Framework Contract. 5. The detailed description of the subject-matter of the contract is set out in Annex 1 to the SOPZ, hereinafter referred to as ‘the SOPZ’. 6. The Ordering Party reserves that the implementation of the subject of the Framework Agreements will take place in accordance with the actual demand of the Ordering Party. In the event of non-performance of all or part of the subject of a given Framework Contract, the Contractor shall not be entitled to any claim against the Ordering Party. 7. The detailed scope of the Executive Order and all the conditions for the performance of the Executive Order shall be specified in each Executive Order. The procedure for awarding Executive Contracts is set out in §3 of the Model Framework Contract. 8. Deadline for performance of the contract: 1) The Contracting Authority shall conclude the Framework Contract for a period of 24 months from the date of conclusion of the Framework Contract or until the total maximum budget amount indicated in § 7 of the Framework Contract is exhausted, whichever occurs first. 2) The Framework Agreement may be extended by 12 months (by means of an annex to the Framework Agreement), if within the time limit indicated in sec. 1 the funds referred to in § 7 of the Framework agreement will not be exhausted. 3) The Contracting Authority will award Executive Contracts during the term of the Framework Agreements. 4) Executive Orders will be executed within the deadlines indicated in the Executive Inquiry and then specified in the Executive Agreement. 9. Pursuant to Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine, as amended by Regulation 2022/57, hereinafter ‘Regulation 833/2014’, it is prohibited to perform a public contract with subcontractors, suppliers or entities whose capacities are relied on within the meaning of Directive 2014/24/EU, as referred to in Article 5k of that Regulation, where they account for more than 10% of the value of the contract. 10. In cases where the detailed description of the subject-matter of the contract indicates trademarks, patents, origin, source or a specific process that characterizes the products or services provided by a particular Contractor, which would lead to the preference or elimination of certain Contractors or products, this means that the Contracting Authority cannot describe the subject-matter of the contract with sufficiently precise terms and this is justified by the specificity of the subject-matter of the contract.
