Framework agreement via an open procedure for an analytical study on chemical and biological agent (CB) detection technologies, in the context of intentional acts targeting critical infrastructure on behalf of the Inland FPS
Under the supervision of the contracting authority, the service provider must conduct an analytical study intended to be a strategic decision support to guide the establishment of an early detection system for CB agents in the context of intentional acts. The analytical study is based on a method of desk research, technological comparison and strategic evaluation. It does not constitute an equipment acquisition phase or an operational deployment project. The service provider has complete methodological freedom, provided that the expected deliverables are produced, usable and comply with the essential requirements defined; in this sense, the deliverables expected must make it possible to: 1) an understanding of the technologies available; 2) an objective comparison contextualised by the employment contexts defined in point 1.4 of document B; 3) operational and financially controlled recommendations. The analytical study should answer the following questions: • which chemical and biological agents pose the most credible and serious threat in the context of an intentional act targeting Belgian essential infrastructures or population gatherings? • which detection technologies are most effective for these specific agents, in the identified employment contexts? • what combination of fixed and mobile technologies makes it possible to optimally cover the priority contexts identified by the risk analysis? • what balance of cost/efficiency/coverage can be achieved in a realistic deployment on Belgian critical infrastructure? The analytical study does not provide for: • technical tests in real-world conditions; • experimental evaluations of equipment; • measurement or detection campaigns. The analytical study will be based mainly on: • the technical data available; • existing feedback; • information provided by manufacturers or users. The service provider must ensure a neutral and independent approach in the analytical study of the technologies studied. The recommendations made may not under any circumstances be oriented in such a way as to favour a particular supplier or a specific technology without objective technical justification. The analytical study should be structured in three successive and interdependent components, each composed of one or more deliverables. These three strands are described in points 1.3. to 1.5 of document B.
