External control of road maintenance works and network development and modernisation operations.
In their road maintenance activity, the services of the DIR Centre-Est are required to carry out preventive maintenance work (renewal of the rolling layer) or requalification (renewal of at least two layers) of the pavements; network development and modernisation works through the construction of new infrastructure (investment) and horizontal signalling renewal operations. The services concern current supplies and services for the external control of these road works and maintenance operations or marking of horizontal signs on new roads, in the following areas: - aggregates, binders and pavements, - specifications of constituents, conditions of use of materials and products when applying renewal of marking. However, derogations from the exclusivity clause for the services covered by this framework agreement are to be provided for the following works: - services provided internally by the State services (Cerema, DIR, etc.), - for a given file, the services entrusted to service providers who are historically already holders on that file, - services led by engineering services, - experimental or innovative services. 1. Schedules and days of work: -Lot 1: Construction takes place mainly during the day, from Monday to Friday, between 07:00 and 20:00. However, when operating conditions so require, certain works may be carried out at night, between 20:00 and 07:00, also from Monday evening to Friday morning. - Lot 2: The works are usually carried out at night, from Monday evening to Friday morning, between 20:00 and 07:00. By default, all prices are considered for day-to-week interventions. Capital gains are applied to remunerate the constraints related to night interventions. These capital gains are cumulative. 2. The estimated needs relate to the renewal of approximately 750 000 m2 of pavement per year, broken down as follows: About 50% of construction sites in preventive maintenance (rolling layer only) and about 50% in curative maintenance (rolling and bonding layer renewal or structure). 3. Detail by lot: - Lot 1: Estimated number of construction sites: 15 sites/year -Average size of sites: 2 500 tonnes – Lot 2: Estimated number of construction sites: 18 sites/year, divided equally between preventive maintenance and renewal -Average size of the sites: 2 000 tonnes The contractor will be responsible for: - Validate the external control chain of the works contractor and, more generally, the techniques used on the site; - Carry out checks according to the frequency and control plan chosen by the supervisor on a proposal from the contractor; - Provide, at the request of the supervisor, technical advice when carrying out the works; - Assist the supervisor in the removal of breakpoints; - Carry out additional interventions or specific tests at the request of the supervisor; - At the end of the site, draw up a summary note on the progress of the site, with an annex containing all the checks carried out. - The mission will include preparatory meetings, interventions on site or at manufacturing sites (in workshops), laboratory tests, participation in meetings, assistance to the supervisor in the various areas concerned. This contract is part of the order grouping set up between the DIRCE, the DIRMC and the Region following the 3DS experiment which began on 1 January 2025. Note that this market is outside the scope of the DIRMC. The ICERD will be the coordinator of the grouping of orders.
