Description

Renovation phase 1: The entire administrative center, consisting of the old town hall and the new town hall, both located on the town square, as well as the wing of the police, located along the Dokter Haubenlaan, are in need of a thorough renovation. A phasing was proposed so that the administrative services could remain operational subject to internal and provisional relocation movements. The first phase, phase 1a, will be implemented in 2025, during which the top 2 levels of the new town hall will be renovated. This not only concerns the refurbishment, but also energy investments are already being made. For example, geothermal depth drilling (BEO field) is provided under the unpaved part of the town square. These techniques are designed and dimensioned in such a way that they take into account the heat demand after the execution of the following phases. This service contract will start after phase 1a. So phase 1b is part of this design assignment. In phase 1b, the facade of the new town hall must be insulated and clad. In the current situation, the facade is not insulated, so this phase is essential and necessary, given the future heat needs and techniques are dimensioned to this. Phase: Phase 1: New Town Hall - 1a: Renovation 2 upper floors (2025) > in tender October-November 2024 > in progress in 2025 > this phase is not part of this service contract - 1b: Cladding/insulating facade of the new town hall (2025-2026) Phase 2: Old Town Hall deep renovation (2026-2027) Phase 3: New Town Hall: renovation 1st floor (2027, commissioning 2028) Phase 4: DH2 (Dokter Haubenlaan 2): The police services were housed in the Dokter Haubenlaan 2 (Doctor Haubenlaan 2). This building will serve as an archive for the time being. The renovation of this building part can be phase 4, but this is a phase subject to change. The contracting authority retains the right to carry out this phase or not. Tenderers will not be entitled to compensation if this stage does not take place. Each phase shall start only with the written approval of the contracting authority. In view of the long lead time between phase 1b and the final phase, it is important to keep the 'construction time' as short and as compact as possible. That is why a well-thought-out planning is essential, always working ahead for the next and subsequent phase. For each phase, the design team is responsible for the complete elaboration of the preliminary design, design, tender and implementation file and the site follow-up. For reasons of practical feasibility, the works will be divided into the various phases mentioned above, so that the accommodation of the services and the provision of services to the population can be guaranteed during the works. With this service assignment, the local government of Maasmechelen wishes to appoint a multidisciplinary team that includes architecture, stability, techniques and all the disciplines that are necessary for the proper elaboration of this assignment. Prior to phase 1a, the board had a master vision drawn up for the old and new town hall and DH2 so that the later phases could be taken into account for certain choices in phase 1a. This drafted master's vision is available to all candidate-tenderers. In line with applicable legislation The buildings must comply as much as possible with all applicable legislation, such as accessibility of buildings and must be developed as climate neutral as possible.
