1. The subject-matter of the contract is a service for the collection and management of municipal solid waste from property owners located in the municipality of Więcbork in the period up to 31 December 2015.
2. The scope of the contract covers the provision of a service in the municipality of Więcbork, consisting of the collection from the locations indicated by the Contracting Authority of mixed waste and separately collected waste from the properties listed in Annex 4 to the contract and the transport of waste to a regional waste collection facility.
3. The waste covered by the contract for collection was classified in accordance with the Regulation of the Minister for the Environment of 27 September 2001 on the waste catalogue (Journal Journal of Laws 2001, No 112, item 1206 as amended) and belong to a group with a code: 20 – municipal waste including separately collected fractions and 15 – packaging waste, sorbents, filter wiping fabrics and protective clothing not included in other groups, 17 waste from construction, refurbishment and dismantling of construction works and road infrastructure (including soil and soil from contaminated sites).
4. General characteristics of the municipality of Więcbork in the context of waste reception and management:
(a) estimated population – approx. 13297 registered persons at 31.12.2013, of which:
— estimated number of residents: 10 417:
• city of Więcbork – 4667 people,
• rural areas – 5750 people;
(b) the number of inhabitants in single-family buildings and in buildings up to and including 7 units:
— in the town of Więcbork, 2973 inhabitants (623 single-family buildings and 423 premises in buildings up to and including 7 units),
— rural areas – 5282 inhabitants (1175 single-family buildings and 357 units in buildings up to and including 7 units). Annex 8 to the ToR contains a summary of premises and single-family buildings;
(C) number of properties in a single-family building with a waste reception rate twice a month:
— rural areas – Pęperzyn, Suchorella – 263 inhabitants (18 buildings, 71 premises). Annex 8 to the ToR contains a list of premises and single-family buildings with the rate of receipt of waste twice a month;
(D) number of inhabitants in multi-occupied housing, buildings with more than 7 premises:
— in the city, 1694 inhabitants (56 buildings, 769 premises),
— rural areas – 205 inhabitants (6 buildings, 84 premises). Annex 8 to the ToR contains a list of premises in multi-apartment buildings.

(F) amount of waste collected in the municipality of Więcbork in 2013 (in Mg):
— waste code – 20 03 01 unsegregated (mixed) municipal waste – 1199,1,
— waste code – 15 01 01 paper and cardboard packaging – 7,9,
— waste code – 15 01 02 plastic packaging – 38,6,
— waste code – 15 01 07 glass packaging – 119,6,
— waste code – 15 01 04 metal packaging – 2,1,

— total – 1367,7;
(g) estimated quantity of waste to be received and handled during the contract period (10.5 months) – 2 000 tonnes, including:
— mixed waste – 1 650 tonnes,
— dry waste (paper and paperboard, plastics, metals, composite packaging) – 170 tonnes,
— glass – 180 tonnes.
5. The installation to which the waste is to be delivered.
Waste collected from property owners in the municipality of Więcbork, the Contractor will be obliged to manage waste in accordance with the Regional Waste Management Plan, i.e. mixed municipal waste, green waste and residues from sorting municipal waste destined for landfilling must be managed within the Tucholsko-grudziąd waste management region (Region 1). This means that the above-mentioned municipal waste collected from the municipality of Więcbork must reach one of the regional waste treatment facilities indicated in the Więcbork Waste Management Plan within the indicated waste management region (Region 1). In the case of other fractions of waste separately collected as part of waste management, the Contractor will be obliged to submit it to a recovery facility and to dispose of it, in accordance with the waste hierarchy referred to in Article 7 of the Waste Act of 14 December 2012.
6. Type and frequency of collection of municipal solid waste.
The Contractor must perform the service in accordance with the framework timetable (Annex 9 to the ToR), at least as follows:
(1) mixed waste:
— with multi-dwelling buildings of more than 7 premises (including in rural areas) take place once a week,
— from land built up by single-family dwellings and multi-dwelling buildings up to and including 7 premises in the city of Więcbork, take place once every two weeks,
— from residential areas with single-family dwellings and multi-dwelling buildings up to and including 7 apartments outside the city of Więcbork are carried out on a monthly basis, with the exception of the town of Pęperzyn, where reception from multi-apartment buildings up to 7 premises takes place twice a month;
(2) dry waste (paper and paperboard, plastics, multi-material packaging, metals):
— from land built up by single-family dwellings and multi-apartment buildings up to and including 7 premises, once a month,
— from land built up by multi-apartment residential buildings of more than 7 dwellings (including in rural areas) once a week;
(3) glass:
— from land built up by single-family dwellings and multi-apartment buildings up to and including 7 premises, once a month,
— from land built up by multi-apartment residential buildings over 7 (including in rural areas) – once a week.
Dry waste and glass will be collected from the property owners by means of transport in such a way that they cannot be mixed.
The contractor collects any quantity of municipal waste.
7. The contractor will be obliged to offer and, at the request of the property owner, to deliver and set up on the property containers for unsorted waste for the duration of the contract in question. This will be done at no extra cost and will be part of the price offered for the waste reception and handling service.
The contractor will also be required to provide each property owner without additional payment with a set of duly marked bags (see Annex 7 to the ToR and Annex 3 to the contract) for the selective collection of waste with a capacity of between 80 and 120 litres (for single-family and multi-apartment buildings up to and including 7 units):
— 3 pieces in yellow for dry segregated waste,
— 1 piece green for glass.
The Contractor shall deliver containers and bags no later than the first reception of municipal waste in the area concerned.
In addition, during the performance of the contract, the Contractor will be obliged, at the request of the property owner, to equip the property with appropriate containers. This applies, inter alia, to a change in the number of containers on a given property or to new immovable property if they arise during the performance of the contract.
During the performance of the contract, the Contractor will be obliged, without any additional charge, to provide real estate owners with new bags for the separate collection of municipal waste in a quantity and type corresponding to the number and type of bags collected from the property concerned.
