Description

1. Initial situation and system context: Since 2007, Klinikum Esslingen has been operating the image and detection communication and archiving system of GE Healthcare GmbH, consisting of the systems Centricity PACS, Centricity RIS, Enterprise Archive (VNA) and the KIS-integrated image and detection call. These systems are technically very closely interlinked and embedded in a comprehensive service contract with GE Healthcare (Full Managed Service). Parts of the server and storage hardware have reached the end of their life cycle and need to be renewed. In the course of this, storage and archiving capacities must also be expanded. In order to ensure patient care by Klinikum Esslingen as a hospital of central care, this partial renewal and expansion of the server and storage systems as well as the associated data migration must be carried out smoothly during ongoing patient operation and with a minimum interruption of operation (maximum 30 minutes) outside normal working hours. The new hardware components will ensure the operation of the entire system for a further three years. This is to be achieved through sufficient reserve capacity for projected data growth. The existing seamless system integration between GE applications RIS, PACS and VNA must be maintained. The cross-system tiering of individual investigations (studies) within the framework of Image Lifecycle Management (ILM), the encryption software for data transmissions and the certified audit-proof long-term archiving must also be preserved. The described system upgrade must be integrated into the quarterly patching, proactive monitoring and incident/change processes of the existing GE service. 2. Scope of services: 2.1 Delivery of hardware: supply of server systems (HPE DL 360/DL380 Gen11 or equivalent); - Supply of suitable storage systems. Equipment according to the specifications of GE Healthcare GmbH (required processors, memory, network cards, power supplies, boot media, etc.); - Supply of all necessary accessories for full integration into the RIS/PACS inventory system. 2.2 Software licenses: Supply of necessary VMware vSphere standard licenses according to sizing (coverage 3 years); - supply of other middleware components necessary for the operation of the overall RIS/PACS system, including for correct tiering in the hierarchical storage systems (Image Lifecycle Management); - Operating systems (Microsoft Windows Server, Microsoft SQL licenses) are provided by the clinic. 2.3 Services: - project management (planning, coordination, scheduling according to PMI/Six Sigma methodology); - installation and cabling of the servers and integration into the existing IT infrastructure; - Basic installation Windows Server OS, setup in existing network, installation, updates; - installation and connection of storage systems; - set-up and migration of virtual machines (VMs) as specified by GE Healthcare; - Installation and connection to the existing GE Healthcare PACS, RIS and VNA environment; - Implementation of system integration including interface workshop, creation/revision of interface specifications, technical test and end-to-end acceptance; - configuration and customizing (incl. adaptation of master file data, clinical fine tuning); - Creation of an operator and failure concept for the GE Healthcare RIS/PACS/VNA environment; - training of technical system administrators (documentation and handover); - Go-live support during the changeover. 2.4 Migration: - Planning and implementation of migration of existing PACS/RIS/Archive databases and applications to the new hardware platform; - minimizing downtime during the changeover through parallel operation; - Coordination with the hospital about migration steps and maintenance windows. 2.5 Maintenance / service: - inclusion of the new hardware in the existing service and maintenance contract with GE Healthcare; - quarterly patching of the operating systems (ESX server, Windows server) in coordination with the IT managers of the hospital; - Proactive system monitoring by GE Healthcare according to the existing service concept. 3 Other requirements for the contractor: - ensuring full hardware compatibility with existing GE systems (Centricity RIS, Centricity PACS, Enterprise Archive, VNA, iCAS); - ensuring overall responsibility for the overall RIS/PACS system for hardware, integration, migration and smooth operation; - compliance with regulatory requirements (data protection, medical technology, IT security); - Execution of all work during operation of the mission-critical applications RIS and PACS with minimal interruption of operation, i.e. ≤ 30 min. 4 Delivery and acceptance conditions: - delivery, installation and commissioning according to the project plan; - Creation and submission of detailed system and project documentation; - Execution of an acceptance test including functional and interface tests; - Acceptance protocol by the Esslingen Clinic. 5 Conditions of Contract: - Contract duration: 3 years; - Invoicing after delivery and acceptance; 30% down payment upon order placement, 70% after acceptance; - Integration into the existing maintenance contract (GE Healthcare GmbH) Text automatically translated in your browsing language Automatically translated
