Netherlands-Groningen: Industry specific software package
Framework agreements for major modifications on Station Control Systems (Main Process Control System) and supply, installation, turnkey delivery of SCS's for new to be built compressor and / or metering station(s) in the North of Germany which projects are in the development stage.
First known projects are major modifications on Gas Compressor Station Wardenburg (Germany) and Gas Compressor Station Rysum (Germany).
The purpose of this European tender procedure is the award of two (2) framework agreements to two (2) suppliers for the execution of major modifications, on the existing ABB AC 800F systems and/or delivery of the complete SCS system(s) for projects under development (Investment decissions not yet taken), all projects being part of projects portfolio handled by the Gasunie Deutschland GP department in Schneiderkrug, Germany.
The framework agreements and the subsequent contracts fsuch as the Wardenbur & Rysum projects will be granted on the bases of the “Economically Most Avantageous Offer”.
After the Rfi phase the framework agreements will be tendered and awarded on the bases of the SCS Wardenburg and Rysum projects between the maximum of three (3) best evaluated parties that fulfill the minimum requirements set out of in this Rfi phase.
Following the award of the framework agreements, the execution of the WA and RY SCS projects will be awarded in two purchase orders to the best bidder, being the first orders under the awarded framework agreements.
The future projects will be tendered between the two suppliers who are awarded the framework agreements.
The award of the framework agreements and the WA and RY purchase orders will be based on the award guide which will be part of the tender documents in the Rfp phase.
The project and this tender are being executed by N.V. Nederlandse Gasunie (NGU) who is also the awarding party and contract partner on behalf of Gasunie Transport Services GmbH (GUD).
If due to unforeseen circumstances the project RY cannot be tendered in parallel with Wardenburg,
than the framework agreements will be awarded on the bases of the WA project only. In that case a separate Rfp will be held for the Rysum project under the two awarded framework agreements.
The contract(s) for the optional future project(s) will be granted after positive investment decision(s) by the Contracting Entity foreseen in 2015–2017 as a result of mini tender(s) under the two awarded framework agreements.
