Description

The City of Bruges wishes to proceed with the tendering of a financial management system that supports the BBC standards and legislation. The ultimate goal of this assignment is to conclude an agreement for the purchase, implementation and maintenance of an application for financial management, accounting (general and budgetary) and (legal) financial reporting in the context of policy planning. Timing is very important in this case. The most important factor here is that the implementation of the BBC application must be completed by 1 March 2025 at the latest in order to be able to enter the new multi-annual plan, in this case 2026-2031, in the new package. From 01/01/2026, the new package must be fully up and running, i.e. at that time the full implementation has been completed and all the necessary links have been provided, so that the accounting in the new package can be carried out after the conversion of the necessary data. The scope of the contract initially includes the city services of Bruges, although the City of Bruges can serve as a central purchasing body within the meaning of Article 2(6) of the Public Procurement Act of 17 June 2016 with regard to itself and the entities and legal entities listed under I.4. "possible orderers". Today, the City of Bruges uses the application of Unit-4 Business World (UBW), but this agreement expires on 31/12/2025. There are currently about 350 decentralized users at about 50 services that are spread out in multiple locations within the city. They work in a 'light' (web) version of the application. In addition, there are also about 50 users within the Finance department who work in a desktop module The full and detailed description of the assignment can be found under the technical provisions in the specifications.
