The Communauté d'Agglomération de Béthune-Bruay, Artois Lys Romane (CABBALR) wishes to promote the circular economy in order to meet the objectives of the AGEC law regarding the acquisition of vehicles resulting from reuse or re-use. With this in mind, CABBALR plans to launch several consultations to acquire used vehicles. However, some consultations concern new vehicles, in the event that the availability of used vehicles is not satisfactory (no vehicles available for sale / specific technicality of the needs, etc.) The DPS allows the community to have throughout the year an efficient purchasing capacity, which is why CABBALR focused on this purchasing technique. This dynamic purchasing system therefore covers the purchase of used and new vehicles. This need has been broken down into four categories: Category n°1 Used light vehicles /// Category n°2 Used light commercial vehicles /// Category n°3 New light vehicles /// Category n°4 New light commercial vehicles. It will allow for a period of 4 years to solicit, from approved companies, an offer for the purchase of used and new vehicles. These consultations will lead to "specific markets". Applications will be examined on the candidate's technical, financial and professional capacity to perform the services. The contracting authority shall target professional sellers of vehicles according to their category. Applications meeting the selection criteria set out in the consultation rules will be admitted to the dynamic purchasing system for its entire period of validity. The contracting authority notifies via the buyer profile its decision to approve or reject the application. Approved candidates are listed on a list kept by the buyer. Once integrated into the DPS, candidates will therefore be invited to tender for each consultation launched for the specific contracts of the category to which they have been approved.
