Description

The procurement is a supply procurement exceeding the EU threshold in accordance with the Special Sectors Procurement Act (1398/2016), which is carried out through an open procedure. In order to maintain security of supply and sufficient sectoral competition, framework contracts will be created on the basis of competitive tendering with a maximum of five suppliers (2-5 suppliers). If there are no more than 1 tenderer to meet the requirements of the invitation to tender, a supplier of 1 will be selected. HSY has several different locations in the Helsinki metropolitan area. All the terms of the framework agreement have been agreed in advance. The contracts apply to HSY as a whole. The contracting entity did not receive any tenders that met the requirements of the invitation to tender. With reference to the above, the contracting entity has a legitimate reason for suspending the procurement within the meaning of the legislation. The solution does not therefore have a discriminatory effect on tenderers. The procurement procedure will be restarted at a later stage.
