A qualification system within the meaning of Articles 128 and 134 of Legislative Decree No 50/2016 for the identification of undertakings to be invited to tender experiments to be carried out with the e-Procurement system, for the supply, storage and delivery of coded paper/on plastic chips for the Rome electronic ticketing system.
Interested undertakings may apply for qualification for one or both of the types of products mentioned above.
ATAC S.p.A. is one of the entities referred to in Article 3 (e) of Legislative Decree No 50/16 and this contract falls within the scope of the special sectors.
Individual and/or grouped undertakings within the meaning of Article 45 of Legislative Decree No 50/2016 are eligible, which meet the requirements of the Qualification Notice and in respect of which none of the grounds for exclusion from the procedures for awarding public contracts provided for in Article 80 of Legislative Decree No 50/2016, as amended, exist.
For R.T.I. the following conditions are met:
R.T.I. shall be accepted where the authorised entity must meet the requirements set out in points III.1.9.2 and III.1.9.3 below at least 40 % of the assumed amount indicated; the issuing undertakings must meet the same requirement to a minimum of 10 % of the amount indicated above;
— overall, the R.T.I. meets 100 % of the prescribed requirements;
— within the framework of its own requirements, the authorised representative shall, in any event, take over the requirements at a higher percentage rate than each of the originators;
— each undertaking forming part of the R.T.I. meets the general requirements.
The system of reliance pursuant to Article 89 of Legislative Decree No 50/2016 remains unaffected.
Documents required for admission to the invitation to tender: all undertakings participating both individually and in a group must submit a declaration in accordance with models G, ESPD and A attesting that they meet the requirements.
For greater certainty, Part IV is to be filled in in Sections A, B, C and D in the Model ESPD; the completion of section α alone will not be considered suitable to demonstrate technical and economic capacity.
In the event of incompleteness and/or irregularity of the required documentation, the tenderer may, following a specific request from the pre-selection committee, be able to rectify this documentation only once. Failure or partial submission of the information requested to supplement or failure to meet the above requirements, following the documentary checks, will be penalised by the non-qualification of the applicant company, which may, in any event, resubmit a new and appropriate application for qualification throughout the duration of the system.
The qualification will end with the transmission of the certificates of successful verification of samples issued by the laboratory chosen by ATAC (Article 10 of the Qualification Specification).
Excluded undertakings will be notified of the reasons for exclusion.
The costs of carrying out the sampling verification tests submitted will be borne in full by the applicant company for one or both types of products to be tested.
The successful outcome of the qualification, for one or both of the products, by the applicant undertakings, will allow participation in the tendering procedures, in the form of the negotiated procedure, organised under this Qualification System for the award of the supply in question.
Tendering procedures will be carried out with qualified companies at the time of the invitation to tender.
