Description

The municipality of Zwolle intends to put a lot on the market for the development of approximately 15,000m of retail (‘in and around the house’, including white and brown goods and 2 catering establishments). There is grid congestion on the electricity grid ’). At the moment it is not possible to get a large business connection with power awarded by Enexis. A waiting list is used for the power, on which 47 unique requests with a total power of 24,7 MW are already queued at the time of writing this request. Based on the ACM’s ‘Code decision on priority space for transport requests’, the intended development (retail) will not be given priority. Based on current insights, grid congestion can only be resolved after 2035. This means that a large-scale customer connection, for example for all-electric heating and cooling, is currently not a realistic option. The grid congestion can/will be leading for an innovative energy system, in which local generation of renewable energy, storage/buffering/conversion and energy exchange are central, whether or not in combination with an integrated energy system (SMART grid) or similar. The development will therefore have to take into account the (im)possibilities from the electricity grid and the grid operators. In addition, the municipality aims to develop the building in accordance with the ENG requirements. Because of the above situation, the municipality of Zwolle wants to question the market about alternative and smart energy solutions for the development of this retail location, as well as as as part of the process to achieve high-quality tendering. The contracting authority sees this market consultation as an opportunity to consult market parties at an early stage about their ideas regarding a number of key choices/issues that will have to be included in the tender.
