LICENCES FOR WEB PLATFORM GENETIC DATA MANAGEMENT AND INTERPRETATION
As part of its activities, the molecular genetics department of the CHU de Liège needs a web platform for the management and interpretation of genetic data allowing the interpretation of genetic data from two types of technologies available at the human genetics diagnostic laboratory: - array-CGH data in the interval-based report format generated by a CGH microchip scanner existing in the genetics department; - data in FASTQ and VCF formats (produced by the bioinformatics team) following next generation sequencing (NGS) on the various sequencers present in the genetics department. In order to carry out the analyses, it is essential for the genetics department to have data analysis and interpretation software/platform which: - be adaptable/flexible: the software must be agnostic with regard to the type of data analysed (file source, sequencing platform used). In particular, it must offer the possibility of analysing the data processed by the service, i.e. NGS data from VCFs and FASTQ files and array-CGH data from interval-based files exported from CytoGenomics (software that processes raw data from the CGH scanner); - responds to the complexity of the medical technologies and topics addressed, - ensures the traceability of the operations carried out; - offers the possibility of creating a granular "sorting tree" to: o filter the variants relevant to the pathology being investigated and obtain results that meet the criteria. These include variants of the CNV or SNV type; o apply it (in parallel and in sequence) on NGS and array-CGH data in order to annotate variants of type CNV or SNV and filter them according to different annotations and specificities (type of analysis/gene set, mode of transmission, type of pathology, type of variant, frequencies, consequences, predictions in silico, presence in databases, etc.). - ensures continuity of access to the specific database fed for more than 15 years by the University Hospital of Liège. The description and justification of the procedure are described in the document annexed to this notice, submitted on the platform This notice constitutes an ex ante notice informing economic operators of the intention of the Liège University Hospital to launch this contract by negotiated procedure without prior publication pursuant to Article 42(1)(d)(ii) of the Law of 17 June 2016 with the specified economic operator QIAGEN. Any questions relating to this notice will be asked exclusively by e-mail to the Public Procurement Service at marches.info@chuliege.be with the reference "CHULG/25.076 - acquisition of a web platform for the management and interpretation of genetic data for the genetics department of the University Hospital of Liège". This contract will not be the subject of a contract notice.
