Description: This procurement uses the exclusionary provision in PPR § 7-9 (4), since it is clear that the climate and environmental requirements in the procurement have a better climate and environmental effect than the use of the award criteria. The climate and environmental impact of the procurement is connected to how the care is carried out. Transport to and from the properties will be a minor part of the procurement. A survey has been carried out in the market that shows that the number of relevant suppliers locally is very limited and that these do not have electrified machines for the larger machines, such as lawn mowers. Activities included in the care of relevance to the environment are: • Use of hand-held equipment • Consumption of pesticides and soil/fertiliser • Propagation of foreign harmful species • Generation of organic waste • Preservation and strengthening of biological diversity Environmental requirements have been prepared that answer all of these loads. The absolute requirements set in the procurement will ensure that the best available environment systems for carrying out green care are used, as opposed to whether they were competed. Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusion provision in the Public Procurement Regulations § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criterion as described in PPR § 7-9 (2). The Directorate of Public Construction and Property is therefore exempted from the obligations to emphasise the environment or to prioritise the environment among the three highest prioritised award criteria.
