The Weser-Ems region with a size of 14,986 km2 and about 2.6 million inhabitants is located in the western part of Lower Saxony. It is bounded in the west by the border with the Netherlands and the Ems, in the east by the Weser and the district of Diepholz and in the north by the North Sea. Since the 1990s, the 17 local authorities in the Weser-Ems region have been working closely together in the context of regional policy. In 2013, the Bioeconomy Strategy Board was set up by the Working Group of Chief Administrative Officers, in which actors from business, science and administration work together.
