Description

Volkswohnung GmbH intends, in cooperation with the Evangelische Church and the Association for Care and Care, Paul Gerhardt e. V. Pforzheim, to further develop the wage-Lissen district in Karlsruhe-Durlach. A holistic Social Diaconic Centre (SDZ) is to be created on the properties of the Evangelian Church in Karlsruhe-Durlach on the Bilfinger Straße, which includes the core idea of ‘children, family, elderly and care’. The Evangelian Church in Karlsruhe and its Diakonie would like to assume their responsibilities in local community work through cross-target and cross-border cooperation, with a focus on the social space and the integration of existing services in the district.
The existing municipal centre of the Luther Melanchthon municipality in its current generous constellation no longer meets the current needs of the municipality. In view of the sensitive use of existing land resources, the area is to be redeveloped in order to generate various necessary social uses and other housing opportunities on the ground.
The aim of the competition is to maintain a high quality, economic and sustainable building logo on the site of approximately 7 000 m², which is sensitive to urban and functional requirements. The specificity of the task is to find appropriate urban density, taking into account the quality of residence and residence and the quality of free space. It will also propose innovative approaches that at the same time address sustainable energy use issues. The framework conditions set out in the call for proposals must be taken into account.
The subject of the competition is services under HOAI for new urban and high-construction planning of a social diconic centre with social use building blocks and associated residential use, including open-air plant planning.

The following services on the basis of the 2013 HOAI will form an integral part of the procurement of the
Construction projects, with no legal entitlement to optional parts of services:
Building design, § 34 HOAI;
— fee zone for nursing home IV recommended by the promoter;
— fee zone recommended by the promoter for the residential and nursery sector III;
— minimum rate of fees recommended by the promoter;
— LPH 1 (proportionate, fixed), 2-4 (fixed), LPH 5 (optional), LPH 6-9 (optional).
Open-air spatial planning, § 39 HOAI:
— fee zone III recommended by the promoter;
— minimum rate of fees recommended by the promoter;
— LPH 1 (proportionate, fixed), 2-4 (fixed), LPH 5 (optional), LPH 6-9 (optional).
If there is no further assignment of the full execution schedule, the winner will ensure that the quality of the design of the competition is achieved through appropriate further assignments to the winner. This will be done through regulatory details, planning release, tender specifications, evaluation of tenders and quality control.
The promoter reserves the right to retrieve the services entrusted only on an optional basis, with the possibility of retrieval individually or as a whole.
In the event of further commissioning, services already provided by the contest shall not be re-remunerated up to the price awarded if and to the extent that the main parts of the design contest continue to be used as a basis for further processing.
