Description

The purpose of this invitation to tender is the provision of audiovisual services at the European Parliament’s work places in Brussels and Strasbourg and occasionally, in Luxembourg and at European Parliament’s request, off European Parliament premises or in EU Member States. These services principally involve making available human resources specializing in the audiovisual sector, and renting out audiovisual equipment. Description of services requested: • Technical assistance relating to audiovisual media (video, photography, audio and multimedia) for Members of the European Parliament and for the various directorates-general of the institution (filming, studio recordings, editing, production of clips, etc.); • Audiovisual and multimedia coverage (comprising websites, streaming and video on demand and social media) of activities taking place in the European Parliament in Brussels and Strasbourg and, occasionally, in Luxembourg, off European Parliament premises and in EU Member States; • Photography coverage of news events and ceremonial and institutional in the European Parliament in Brussels and Strasbourg and occasionally in Luxembourg, off European Parliament premises and in EU Member States. This service includes taking photographs and publishing them on the internet site of the European Parliament, together with other associated services such as digitization, printing photos, retouching, the creation of drawings and the capture of metadata in English and French; • Production, distribution and publication of audiovisual material (radio and TV programmes, video clips, podcasts, graphic animations, photos, subtitling and voice-overs) intended for the media and the general public; • Immediate release of video, audio and photographic material through the following distribution channels: - the ‘host broadcaster’ of the European Union (European Broadcasting Service and its two channels, EBS and EBS+): https://audiovisual.ec.europa.eu/en/ - the Multimedia Centre: https://multimedia.europarl.europa.eu - webstreaming: https://www.europarl.europa.eu/ep-live/en - news media (broadcasters, news agencies, social media); • Operation and management of the radio and TV studios and sets and the audiovisual and multimedia technical equipment installed in the briefing rooms, technical services rooms and transmission rooms and in the chambers and other meeting rooms of the European Parliament; • Planning as well as operational and technical coordination of operations; • Acquisition, analysis and conservation of European Parliament’s audiovisual media (film, video, multimedia and audio files) and corresponding metadata; • Quality control and optimization of work flows and methods; • Making audiovisual equipment available for rental.
