The subject matter of the contract was ‘Selection of active net electricity supplier and coordinator of a low-voltage balancing group for the needs of the Vidin RHIF’. The supply of electricity must be in accordance with the regulations in force: Energy Act, Electricity Trading Rules and Electricity Quantity Measurement Rules. The execution of the subject of the contract involves the performance of the following main activities: 1. Delivery of the necessary quantities of low-voltage net active electrical energy referred to in point 4 of the Technical Requirements and Specifications, Annex № 1 to this documentation, with possible deviations in a positive or negative direction. The estimated amount of electricity of 62 MWh does not oblige the Contracting Authority to consume it. The contracting authority reserves the right to change the quantity consumed depending on the need, and the contractor undertakes to supply the required amount of electricity per day, per month and for the entire period of delivery. 2. Preparation of all necessary documents for registration of the sites of the Employer on the free electricity market and completion of the full procedure for their registration. 3. Inclusion of the Contracting Authority as an indirect member of the Contractor’s balancing group under the Electricity Trading Rules (ETS), without the Contracting Authority paying a registration and participation fee. 4. Energy monitoring, forecasting the electricity consumption of the Employer and compiling hourly consumption schedules. Notification (registration) of the hourly schedules in the MMS of ESO, as well as carrying out all necessary activities related to the participation of the Contracting Authority in the free electricity market, in accordance with the RTEE, SE and PIKEE. The contract will be awarded on the basis of the most economically advantageous tender, determined on the basis of the criterion ‘lowest price’, by comparing the prices offered by the participants at fixed trade margins for balancing and administration of the activity of the Contracting Authority on a free electricity market for 1 (one) MWh of low-voltage active electricity. Upon signature of the contract, the contractor shall provide a guarantee for the performance of the public procurement contract in the amount of 10 % (ten per cent) of the contract value excluding VAT.
