The construction area for the new construction of the Visitors and Information Centre of the German Bundestag (BIZ) is located in the centre south of the Scheidemannstrasse in the area of the listed large animal garden. The plot is located above the four long-distance tunnels south of the Scheidemannstrasse, between tents, Simsonweg, Kleiner Querallee and Soviet honour. In this area, the BIS will be built after the demolition of the pavilion currently in place in the Riksdag. The project also includes the construction of a new tunnel to guide visitors and media, crossing the Scheidemannstrasse below and the existing tunnel of the U55 and the planned S21 tunnel, leading to the ramp in front of the western entrance of the listed Riksdag building (RTG). The media management may be connected to the existing Technical Network of Parliament Buildings (TVP). In the area of the current accessibility of the RTG, a new barrier-free access will be provided by the visitors tunnel. In order to prevent the mixing of controlled visitors and uncontrolled passers-by and the unauthorised transfer of objects to the west of the Riksdag building on the ramp, an above-ground security area with two security boundaries is created around the exit of the visitors tunnel on the ramp. The BIS is a building of high quality design. All visitors to the German Bundestag are subject to a security check centrally in the BIS. In addition to the security control area with more than one security track, the building must include use areas which, in addition to providing comprehensive visitors’ information, also include seminar rooms, catering and service areas. The construction includes the dismantling of the existing pavilion and the construction of a new building for the Visitors and Information Centre of the German Bundestag, including the visitors tunnel, with a total of approx. 9 000 m² BGFa (provided that the results of the planning competition have been changed, which takes place at the same time as the tendering procedure for the project management services). In 2015, prior to the launch of the competition, a feasibility study was drawn up to demonstrate, on the basis of a draft test, the basic feasibility and compliance with the requirements on the space programme, the maximum BGF and the maximum cost ceiling. The total investment costs (KG 200-700) for the entire construction project (new construction with underground connection in front of the RTG and the design of the required security area before the RTG) are estimated at EUR 150000000 as the planned final settlement amount (including risk costs and building price increase). For the new construction of the large animal garden, it is necessary to draw up a development plan and the decision to establish it was published in July 2015. The scope of the project management services relates to the project stages project preparation (1), planning (2), execution (3), execution (4), project completion (5) in the areas of organisation, information, coordination and documentation (A), qualities and quantities (B), costs and financing (C), dates, capacity and logistics (D), contracts and insurance (E). Particular emphasis will be placed on extensive experience in the field of technical building equipment. Services are scheduled to start in the first quarter of 2017. The provision of the services will essentially cover an expected period of approximately 100 months. Parts of the deliverables of project level 5, such as those to be handled during the warranty period, will have to be performed after the above-mentioned performance period. Provision is made for a phased award of the services. However, there is no legal entitlement to the transfer of all benefits.
