Description

The subject of this contract is the acquisition, installation and commissioning of a clinical biology technical platform comprising an automated chain including peri-analytical modules and the provision of clinical biology analysers, including the necessary reagents for the CHU laboratory in Liège.
UniLab-Lg comprises all the laboratories of the Centre Hospitalier Universitaire de Liège, namely the disciplines of clinical Biology, Human Genetic and Pathological Anatomy.
In 2018, all activities will be transferred to a new building, on two trays of
3 600 m².
In this new building, the central laboratory will include the equipment needed to carry out routine clinical biology analyses 24h/24 and other more specialised in the fields of biochemistry, endocrinology, allergology, haematology, haematostasis, infectious serology, toxicology and therapeutic monitoring.
The central laboratory will be organised in such a way as to automate as much as possible both the carrying out of the analyses themselves, but also the pre-analytical operations (sorting, centrifugation, aliquoting), the conveyance of the tubes between the various analysers, and the post-analytical activities (archiving, management of secondary analyses, disposal of waste).
The expected benefits of automation relate to the full traceability of all the operations needed to carry out the analyses, the benefits in terms of blood savings and response times, and the extension of the available analysis menu 24h/24.
In the medium term, the automation perimeter may be extended to other analyses or methods of determination such as flow cytometry, immunofluorescence or proteomics.
For some batches, the activities of the CHU laboratory at its site in Notre Dame des Bruyères will be included, so as to ensure consistency of analytical methods between the various sites of Unilab’s activity. The equipment for this laboratory will remain independent from the automated chain.
The same applies to some tests carried out in series, which will not require direct connection to the chain.
In order to cover all the analyses currently carried out by Unilab, the supplier of the chain will be obliged to open the chain to competitors. This openness is also a prerequisite given the academic nature of Unilab, in order to be able to choose the most appropriate tests in the light of scientific literature.
The contract is divided into lots:
1.Automation of the transfer of samples, pre-analytical operations (sorting, aliquoting, centrifugation) and post-analytical operations (archiving, management of secondary analyses, disposal of waste);
2. clinical/immunochemistry;
3. haematology;
4. haemostasis/coagulation;
5. allergy;
6. infectious serology;
7. glycol haemoglobin;
8. sedimentation rate;
9. toxicology and therapeutic monitoring;
10. urinary igette and sediment;
11. phospho-calcium metabolism.
It is envisaged to procure the conveyor, pre- and post-analytical modules, and to conclude supply contracts including the necessary reagents for clinical biology analysers.
The contracting authority reserves the right not to award one or more lots.
The contracting authority reserves the right, on the basis of the separate analysis of each lot, to award the different lots as a whole or to different suppliers, without the tenderer being entitled to claim any compensation or to a revision of its unit prices.
Tenderers may submit tenders for one or more lots.
Tenderers may complete their tenders for the different lots by mentioning the discount or improvement proposal they accept for each lot in the event of a meeting of two or more of the lots for which they submit a tender.
There is no optional or mandatory variant.
Free variants are prohibited.
