Description

The National Services Centre (NDC) of Kennisnet is an important part of the Safe Internet service, which is offered to school boards in foundation education in collaboration with SIVON. Kennisnet will act as the Client for this European restricted tender Management and hardware for the benefit of the NDC of Kennisnet. Kennisnet is looking for a contracting party that can offer, among other things: • A party that is able to purchase, supply and maintain the necessary network and security equipment and accessories, whereby ownership is transferred to Kennisnet. The current equipment is largely from Fortinet and to a lesser extent from Cisco. For new equipment to be purchased, Kennisnet is open to use other hardware suppliers for this. • A party that has demonstrable expertise from the hardware suppliers involved in both the smaller models and the larger systems in data centers. • A party that will be responsible for the technical support, management and maintenance of approximately 1,000 Fortinet CPEs, which are located in a comparable number of primary and secondary schools across the Netherlands. • A party that can resolve virtually all malfunctions throughout the Netherlands within 4 hours. • A party that can provide a potential growth of 200+ schools that are affiliated per year and where a working tested CPE of the brand with which the tenderer registers is placed. A maximum of 5 tenderers will be admitted to the tendering phase. This invitation to tender must lead to the selection of one contracting party. The subject of this invitation to tender is the conclusion of one (1) framework contract, including two further contracts. The ‘further agreement on preparatory work’ starts at the moment of signing the framework agreement and will be approximately 3 months. The ‘further agreement on management and further development’ will start as soon as the preparatory work for the management can be completed to the satisfaction of Kennisnet. Kennisnet aims for the further agreement to enter into management and further development around 1 June 2026. The exact date will be determined as stability during the end of the school year is paramount. Kennisnet determines in collaboration with the Contractor whether the Contractor is ready to take over the responsibility. As soon as the responsibility passes, the further agreement enters into management and development, which has a duration of up to 5 years (plus 2 times an option year) for the said services. The total duration of the framework agreement is therefore a maximum of 7 years and 3 months (2 option years included). Due to the national nature of the service and the possible impact of migration on the primary education process, the period for framework contracts referred to in Article 2.140(3) of the AW is derogated from. The contract will be awarded to the Contractor, who meets the minimum requirements and who has not submitted any irregular documents and who has submitted the most economically advantageous tender which will be assessed on the basis of the best price-quality ratio (Best PKV). The award guide will include a comprehensive list of minimum requirements relating to the intended service provision and the cooperation/role-sharing between the contractor and Kennisnet. Failure to comply with this programme of requirements will result in exclusion from the award of the contract. If, even after the contract has been awarded, the programme of service requirements, division of roles and cooperation is not permanently met, this may lead to the termination of the framework agreement. The financial scope of this assignment is not easy to estimate. It is expected that the contract in the first 5 years and 3 months represents a contract value of 19 million euros ex VAT. The last two years have been estimated at 9 million euros ex VAT. The total value of the contract is now estimated at EUR 28 million ex VAT. Whether and how much replacement investment is needed in the last two option years will first become clear in the coming years. The contract value can therefore be up to 50% higher than currently foreseen. This is an extension option as referred to in Article.2.163c of the Procurement Act 2012. The contract value is therefore above the European threshold of € 215,000,= ex VAT. No conclusions can be drawn from the amounts mentioned above, or elsewhere in the document, nor can any rights or purchase guarantees be derived. They serve to illustrate the extent of the expected decline and associated services. The contract value is partly dependent on the approval of future grant applications by the Ministry of Education, Culture and Science.
