Germany-Kiel: Catering services
The Schleswig-Holstein Office for Foreign National Affairs (LfA) operates a transitional facility in Kellinghusen, among others. The Kellinghusen facility has a maximum of 900 people.
The LfA, as the competent immigration authority and contracting party, will be represented on site with staff.
This facility is expected to be the first reception centre for asylum seekers (§ 44 AsylVfG), with asylum seekers to be advised and cared by a care association/company, their food is provided through catering, as well as a gate/night watch/week-end service on site.
The aim is to set up a medical service (office, corresponding to a general medical practice) and, where appropriate, a medical service station (direction to established doctors, for in-patient admission by medical specialists).
In any case, a police station will be set up, which will be manned from Monday to Friday.
The LfA’s self-conception and commitment as a provider of open institutions, a humane implementation of the right of residence, a welcome culture and the objective of successful integration for all those to receive must be lived and supported by the health care provider in the same way as in implementation.
Overview of deliverables:
Regular meals for the occupants of the property:
1.1.1 The catering service is designed to provide food to the occupants. The dishes must be delivered to residents during the daily opening hours of the dining room (breakfast 7:00-9:00/midday 12:00-14:00 and evening bread 17:30 – 19:30) together with the drinks included in the offer.
1.1.2 In certain cases, variable opening and delivery times shall be provided to meet, for example, the Ramadan requirements (Islamic fastening month).
1.1.3 In view of the different people and nationalities accommodated, religious and ethnic concerns (usually not pork) must be taken into account – suitable alternative dishes must be provided for these cases.
1.1.4 Vegetarian food, baby food and dietary foods due to medical prescriptions or special catering for acute illnesses must be produced or spent.
1.1.5 Furthermore, baby and young children’s food, beverages and where appropriate. To make diet food available for distribution outside opening hours, after prior appointment by the nursery association.
Other meals provided by the occupants of the property:
1.2.1 For longer journeys by residents (e.g. repatriations/embassy demonstrations, etc.), lunch packages must be made available and, if necessary, made available via third parties (night and weekend service).
If a resident is no longer included in the attendance register at the time of delivery, the lunch pacts are to be charged separately. Delivery to other service providers (care providers or night and weekend service) must be documented.
1.2.2 For new entrances and special measures outside kitchen opening hours, it must be ensured that other service providers (see point 1.2.1) are able to distribute prepared meals (e.g. lunch package, baby food) against reimbursement.
1.3 Other services:
1.3.1 Reimbursement of a cost contribution must be offered and provided with lunch-time catering for the staff of the authorities and service providers working on the property. Participants on lunch are expected to register regularly before 10.30 a.m. on the previous day.
1.3.2 A meeting room must be set up for meetings and against reimbursement; Beverages (coffee, tea, cold drinks) and any pastries must be made available.
1.3.3 A framework hygiene plan to be drawn up in the relevant version for the entire property must be observed and involved in its updating in so far as it concerns kitchen and catering. It must be submitted to the LfA before the start of the meals. Nevertheless, the operator must submit a hazard analysis and critical control points (HACCP) concept.
1.3.4 In accordance with Section 5 of the Asylum Seekers’ Benefits Act (AsylbLG), residents of the property are offered working opportunities for the distribution of food and cleaning of the distribution area and the premises made available. The selection of staff is carried out in consultation with the support association, which addresses the residents and appoints them. The provider must guide these persons, taking into account their specific situation (experience of absconding, insufficient knowledge of German and, where appropriate, religious needs).
You may not be used until they have received information from the health office and have made a declaration of your state of health. The LfA shall bear the related costs, including compensation for expenses under Section 5(2) of the Asylum Seekers Benefits Act.
Every month, up to 800 hours of community work can be performed in the area of kitchen or meals for the occupants of the accommodation.
If there are not enough residents who agree to contribute to the distribution of the residents’ meals on a non-profit basis, the operator must use its own staff.
