Description

The Welsh Government disseminates a significant amount of public data to a number of internal and external customers. The provision for this includes the Stats Wales website; a free-to-use public service that allows users to view, manipulate, create and download tables from the most detailed official data on Wales. The website now provides a critical data dissemination service to stakeholder organisations, having a regular (registered) user base of 1500 with an average daily hit rate of 3000. Stats Wales can be found at the following address: http://statswales.wales.gov.uk/index.htm
The site has been in use for almost 10 years and the current contract is now due for renewal (summer 2012). A like for like replacement is being sought to provide a service that is fundamentally no different from that currently deployed. However, there is an opportunity to consider additional features common to modern systems so that the replacement may provide an initial move to developing a more integrated approach to public data dissemination.
(NB: In the future, the client wishes to standardise and consolidate its approach to public data dissemination, as a response to changing practices in the wider public sector, and in preparation for the potential “Right to Data” legislation. This approach is being addressed as a separate project and is a long-term goal for the client. However, in the short-to-medium-term, the replacement of Stats Wales is the priority).
The tendering process seeks responses from the vendor community for a fixed-price proposal for the new Stats Wales service, against which it may enter into a contract with the successful supplier.
