Description

1.Winter maintenance and snow-cleaning of the municipal road network and settlements in the municipality of Velingrad (without a national road network in settlements) The selected contractor shall carry out all the activities provided for in ‘Ordinance No RD-02-20-19 of 12 November 2012 on the maintenance and ongoing repair of roads’ – Title IV ‘Winter maintenance’ – snow-cleaning, sanding, maintenance, etc., of the municipal road network of the municipality of Velingrad, broken down by directions, roads and kilometres (according to the list in Annex 1); implementation shall be carried out on a regular basis throughout the winter season, fixed by the contract for performance of the contract. The subject of the public procurement requires immediate and timely execution, in coordination with the mayors (mayor's deputies) of settlements in the municipality, and the authorized representative of the municipality, carrying out the acceptance of the works carried out on the subject of the contract. The selected contractor shall within 14 (fourteen) days from the date of the contract prepare and submit for approval to the CONTRACTING AUTHORITY an operational plan for winter maintenance and snow removal, as well as schemes for working routes, equipment and drivers in each direction and telephone for constant contact with the drivers. The documents shall enter into force after their approval by the Contracting Authority. If necessary, they can be updated in the same order. The selected contractor should perform the assigned contract in a timely and qualitative manner, ensuring normal patency and safe operation of the roads included in the contract during the winter season, as well as access to the settlements of the municipality of Velingrad. The selected contractor should carry out: 1.Preparatory work: preparation of operational plans for winter maintenance for the duration of the contract, technical inspections of machinery and equipment, provision of the necessary materials, etc.; 2.Maintenance of the specialized equipment for execution of the order at its own expense in good technical condition for the entire period of execution of the order; 3. round-the-clock duty of people and equipment during the winter season; 4.Self-provision of data and forecasts for the meteorological situation in order to ensure organization for the execution of the order; 5.Provision of a support point for the execution of the order; 6.Collection and transmission at its own expense of information on the condition of the road network during the winter season; submission of information to the duty-holders of the Permanent Commission for Protection of the Population in Disasters, Accidents and Catastrophes; 7.Speech cleaning (patrol and periodic) of roads to achieve the appropriate levels and level of winter maintenance, 8.Cleaning snow shafts, snow drifts and snow drifts; 9.Removal of compacted snow and snow-ice layers, ice and snow quiche; 10.Protecting roads against slipping: supply and dispersion of mineral materials; 11.Crossing snow shafts on the banquet for normal drainage of water from the roadway; Stopping and diversion of traffic in case of disasters and accidents during the winter season; 13.Retrieval of damaged vehicles; 14.Snow protection of roads and mowing of lawns, cutting of bushes, removal of materials and other objects in the scope of the road, which lead to snow formation, and all activities provided for in Ordinance No RD-02-20-19 of 12.11.2012 on maintenance and current repair of roads - Section IV "Winter maintenance". The selected contractor should carry out its winter maintenance and snow cleaning activities while preserving the integrity of the road surfaces as much as possible. The selected contractor shall reimburse, at its own expense, any damage caused to the road infrastructure during the performance of the contract. The selected contractor should not use heavy chain equipment to perform the contract. The use of such can be done only in extraordinary circumstances of emergency and disastrous nature, only after prior approval by the CLIENT. The selected contractor should provide the necessary personnel, equipment and materials for the implementation of the activities for winter maintenance and snow cleaning of the roads of the municipal road network. The selected contractor should make and maintain a valid civil liability insurance for the machinery used (where applicable). The selected contractor shall provide conditions for storage of the materials for the execution of the contract in accordance with the Environmental Protection Act and the secondary legislation thereto and all other applicable regulations. The selected contractor should use quality and compliant with the regulatory requirements materials during the execution of the order by submitting to the CONTRACTING AUTHORITY upon request certificates, declarations of conformity, protocols, etc. proving the technical characteristics of the materials. Upon reasoned order of the CONTRACTING AUTHORITY, in case of non-conformity of the materials, to immediately suspend their use and to continue the implementation with corresponding materials. The selected contractor must comply with the regulatory requirements for health and safety at work, fire and emergency safety and traffic safety during the execution of the order and is fully responsible for their compliance. When performing the contract, the CONTRACTOR and its subcontractor(s), if any, shall comply with all applicable rules and requirements related to environmental protection, social and labour law, applicable collective agreements and/or provisions of international environmental, social and labour law, in accordance with Annex No 10 to Article 115 of the Public Procurement Act (PPA). For all issues not settled by this specification, Regulation No RD-02-20-19 of 12 November 2012 on the maintenance and ongoing repair of roads - Section IV "Winter maintenance" shall apply.
