Description

The framework agreement is single-awarded and is executed in accordance with Articles R. 2362-1 to 6 of the Public Order Code (CCP) with a share in order forms in accordance with the provisions of Article R. 2362-8 of the CCP and a share in subsequent contracts in accordance with Article R. 2362-7 of the CCP. The aim is to ensure the security of the activities through a network of surveillance cameras, partly interconnected, equipping the various enclosures of the site. The services expected are, for the part, order forms: condition 0 of the existing installation in order to detect faulty installations, standard fitting of part of the current video system with possible repairs after condition 0 (MHO), provision and installation of cameras (including travel), provision of a mobile display and recording set, standard fitting of SSI (Information Systems Security), provision of associated equipment, annual preventive operational condition maintenance (MCO) with 2 on-site interventions, document update and configuration management and all associated costs, corrective MCO services (supply and installation of equipment) , transferability/reversibility services. Subsequent contracts will specify certain subsequent services, the characteristics and methods of performance of which are not laid down in the framework agreement. The place of performance is DGA Techniques Navales, Tourris site. Mandatory visits will be planned on the site of DGA Techniques Navales, site of Tourris. The closing date for applications is 24/08/2026 at 16:00 (Paris time). The cut-off date and time in 5.1.12 are in UTC format. This is a Defence or Security Market. This draft contract is the subject of a formalised negotiated procedure with a call for competition and prior publicity, in accordance with Articles L 2324-1, L 2324-3, R 2324-1, R 2324-3, and R 2361-8 to R 2361-12 of the SPC. The Framework Agreement is concluded for a period of validity of 7 (seven) years. The framework agreement shall be concluded without a minimum amount. The maximum amount is 600 000,00 € incl. tax. This maximum amount corresponds to an overall estimate for the draft framework agreement, without any commitment on the part of the State to reach it. The maximum amount indicated in headings 2 and 5 below is in euros exclusive of tax. This contract notice concerns only the CANDIDATURE PHASE. The consultation file will be sent to the candidates admitted to tender at a later date. The provisions of Article R 2394-1 of the SPC (review clauses relating to conditions of price variation, changes, supplies of spare parts, crisis situations) may be applied. The draft contract is sensitive, in accordance with the provisions of the IGI and IM cited above. Benefits payable under this framework agreement may require access to one or more of the following categories of right-of-way: a Protected Area, a Point of Vital Importance (PVI), a Nuclear Restricted Area, a Reserved Area, a Closed Military Land or a Restrictive Zone. The provisions of the Defence Code, the Interministerial General Instruction 1300 on the protection of the secrecy of the national defence (hereinafter referred to as ‘IGI’), Ministerial Instruction 900 on the protection of secrecy and restricted and sensitive information (hereinafter referred to as ‘IM’), the Penal Code and specific regulations and those of the prevention plan for each right-of-way concerned will apply depending on the category of right-of-way concerned. Thus, an administrative investigation may be carried out for intelligence and security purposes in respect of natural persons outside the Ministry of the Armed Forces who are called upon to intervene on one of its rights-of-way. This administrative enquiry prior to access to sensitive areas will be subject to a framework strictly laid down for each right-of-way.
